POSITION TITLE:    Policy and Strategy Analyst

DEPARTMENT:        Policy and Strategy Analytics (PSA) Directorate

REPORTS to:             The Policy and Strategy Analytics Director on general functions and operations of the Directorate and to the Innovative Jobs and Projects Senior Manager on all activities related to the Enabling Ethiopia Project.

The Jobs Creation Commission of the Federal Democratic Republic of Ethiopia is established under the Office of the Prime Minister to advance the government’s goal around employment and job creation as per proclamation 1097/2018 which determines the powers and duties of the executive organs. Subsequently, the regulation 435/2018 promulgated by the Council of Ministers mandated the commission with the authority to govern and coordinate the jobs creation agenda at the national and subnational levels.

The Jobs Creation Commission has set a clear goal of creating 3 million jobs by 2019/2020, 14 million by 2025, and 20 million jobs by 2030 through guiding the investment of government, the private sector and development partners to high-growth sectors and implementing innovative programs and targeted policy interventions in the labor market to align skills development with market needs and incentivize and support entrepreneurship and enterprise creation. In accordance with its operational mandate, the Jobs Creation Commission is organized in five departments that include Policy and Strategy, Partnerships and Investments, Data & Analytics, Innovative Jobs & Projects, Delivery Assurance and Capacity Building teams. Accordingly, the Enabling Ethiopia (EE) project is one of the initiatives in achieving the above stated goals. The successful candidate will join a team during its takeoff and have a unique chance to shape and empower the team from the very beginning. Ultimately the role will be an opportunity to ensure the success of an organization and delivery of a program that is a crucial component in the future of Ethiopia.

JOB SUMMARY:

The Policy and Strategic Analyst will assist in producing high-quality & data-driven, strategic analysis and insights on job creation and employment. He/she will need proven-track in strategy development and policy analysis and outstanding ability to present and explain analytical results in a compelling way. The Analyst will have the unique opportunity to support the national strategies design, analysis and policy level influence that will inform the job creation agenda and contribute to the economic development of Ethiopia.

SPECIFIC DUTIES AND RESPONSIBILITIES:

 Job Responsibility #1: Planning and Management

  • Assist in preparing monthly, quarterly and annual and long-term plan of PSA Team in line with the Enabling Ethiopia project activity plans
  • Assist in analyze and research key policies, strategies and laws and support the commission in developing research and capabilities, critical policy reforms and Job creation strategy. Key programmatic interventions to be planned, executed and controlled are:-
    • Supporting the Commission’s efforts to develop a national Job Creation Strategy
    • Assisting in the development and implementation of the team’s strategy, with the objective of making the team a center of excellence for policy analysis and research on job creation and employment in Ethiopia
    • Diagnosing different economic sectors and identifying their current employment size and potential elasticity
    • Assisting in the production of high-quality, compelling and impactful analytic outputs on job creation and employment
    • Providing insightful and impact-oriented policy advices on job creation policies and programs to the Commissioner
    • Leading the continuous monitoring of the implementation of the Job Creation Strategy
    • Analyzing sectoral policies, strategies, laws and regulations to identify key facilitators and impediments for job creation
    • Undertaking rigorous and breakthrough research on job creation opportunities and employment in Ethiopia
    • Assisting the directorate during preparation of high-level reports, insights and policy recommendations aimed at advancing the job creation agenda
    • Assisting in the preparation of the Directorate’s monthly, quarterly, semiannual and annual reports as well reports related with the Enabling Ethiopia Project
    • Contributing to the identification of innovative and unique jobs research projects
  • Assist in the execution of quarterly plans within the scope of Enabling Ethiopia Project and the PSA directorate and work in collaboration with other project teams and stakeholders

Job Responsibility #2 Monitoring, Evaluation, Networking

  • Assist in monitoring the timely execution of planned activities and budget relating to the Enabling Ethiopia Project as well as the PSA directorate along with monitoring the effectiveness and efficiency of the team coordination with other teams and units in JCC.
  • Engage with stakeholders, build networking and share networking resources within the scope of the responsibility of the Policy and Strategy team.

Job Responsibility # 3 Reporting

  • Submit on his/her weekly plan and weekly personal performance reports
  • Assist in preparing and submitting performance reports on a quarterly basis with regards to the Enabling Ethiopia Project and DACB directorate, in addition to weekly and monthly planning and performance reports which may be required by the team director, the Commissioner’s Office and Innovative Jobs and Projects Senior Manager.

Job Responsibility #4: Others

  • Collaborate with other project team members and JCC staff.
  • Execute other activities assigned by team Director and Enabling Ethiopia Project Manager

Job Requirements

Education/Training
  • BA degree or Masters in economics, development economics, international development, public policy, public administration or another relevant field of study

Experience

  • At least four years (for Bachelor’ Degree) / two years (for Master’s Degree) of relevant experience required
  • Proven experience in policy analysis, formulation and optimization
  • Proven record in management consulting and/or quantitative and qualitative research skills
  • Proven record in project management
  • Excellent data analytics, including high level of proficiency in Microsoft Office
  • Excellent coordination, monitoring and stakeholder management skills
  • Experience and familiarity with the Ethiopian government and how it operates
  • Understanding of the Ethiopian Economy and familiarity with various data analysis frameworks and visualization tools,
  • Experience and familiarity with the Ethiopian government and how it operates
