Job description

The Better Migration Management (BMM) II program is co-financed by the European Union, through the EU Emergency Trust Fund for Africa and the German Federal Ministry for Economic Cooperation and Development. The BMM II is a regional program operating in 8 countries of the Khartoum Process with a strong focus on regional cooperation in the area of Migration Management. Its implementing in three major areas:

  • Migration Goverance,
  • Improvement of relevant institutions with a strong focus on fight against human trafficking and
  • protection of migrants. The approach is strengthened through an implementation partnership with four organizations: British Council, Civipol (France), International Organisation on Migration and UN Office on Drugs and Crime.

Your tasks

  • Support the planning, preparing and implementing of the regional and national outputs and activities of BMM II
  • Manage BMM II program structures in Ethiopia and Djibouti in coordination with all of the implementing partners as well as the relevant governmental counterparts
  • Coordinate and steer BMM II implementation in Ethiopia and Djibouti by the implementing partners, through the Monthly Coordination Meeting and other measures
  • Manage GIZ national and seconded staff assigned to BMM II operations
  • Monitor the implementation of BMM II as well as any subgrantees of the implementing partners working on BMM II activities
  • Ensure compliance with GIZ and EU administrative rules and regulations in all BMM II implementation
  • Provide substantive and technical advice and support to BMM II implementation
  • Network with other GIZ units and relevant external stakeholders to enhance BMM II implementation
  • Assist with program evaluations as well as with any audit missions regarding the activities implemented through BMM II

Your profile

  • University degree, preferably in migration studies, political or social sciences, economics or law or comparable practical experience in the fields of migration management, policing or border security
  • Many years of field implementation experience in development cooperation programming
  • Several years of experience in the management of complex development cooperation programs
  • Relevant experience in the Horn of Africa or fragile country contexts
  • Knowledge of the German development cooperation as well as GIZ and EU procedures
  • Experience in mentoring and managing of employees
  • Sensitivity in dealing with political decisionmakers in Europe and Africa, as well as the ability to deal with politically sensitive issues
  • Fluency in English and German, French is an asset
