BACKGROUND OF THE POSITION

The Regional Project Project Manager will be responsible for facilitating and coordinating the overall implementation of project activities expected to contribute to the successful implementation of the project entitled “Strengthening Decentralized Disaster Risk Reduction Project in SNNPR and Ethio_Somali region, region, at zonal and woreda level as part of the Project Implementation Team in SNNPR and Ethio_Somali Disaster Risk Management Commission.

The Regional Project Manager will work under the direction and guidance of the SNNPR Disaster Risk Management Commission. The post holder will work in close coordination and alignments with Funding Partner (EU), Government stakeholders, UN Agencies and other international and local NGO working in the regions on disaster risk management streams,the Project Manager will have the following roles and responsibilities:

Specific Activities:

  • Support NDRMC in achieving objectives of DRRR (Disaster Risk Reduction and Rehabilitation)
  • Support the region, zones and woredas in achieving objectives of DRRR (Disaster Risk Reduction and Rehabilitation)
  • Report progress on DRR mitigation and/or adaptation; ensure the coherence of the capacity building intervention and DRR implementation with the overall line sectors from top to bottom (Federal, Region, zone and woreda level).
  • Work closely in developing strong and effective working relationship with key partners including zones and woredas line sectors for the effectiveness and successfulness of Strengthening decentralized disaster risk reduction Management in the regions.
  • Provided required technical support and contribute towards the development of timely work plan of the woreda coordinators to support effective and efficient programme implementation.
  • Participate in project planning, implementation, reporting and debriefing sessions to analysis problem and identify and give immediate
  • Review the work plans of woredas of the region and support the implementation process technically.
  • Liaise with all stakeholders at regional, zonal and woreda level, active member of relevant technical committees and task forces and closely region disaster risk commission and DRM counterparts at all level.
  • Work with the project team, partners and government counterparts to achieve the project outputs/outcomes.
  • Ensure adequate consultation and participation of Woreda and village/community level stakeholders ensuring active participation of women and youth during problem identification.
  • Ensure conducive working environment and enabling team spirit in the office as well as at field level.
  • Ensure implementation of capacity building plans in close collaboration with the stakeholders.
  • Support regional office on main strategic focus areas of DRM mainstreaming and wereda disaster risk profile .
  • Identify and explore opportunities to grow and expand the country project pipeline, both in relation to the current project or related to new project opportunities.
  • Contribute to the implementation of Strengthening Decentralized DRM strategy.

JOB REQUIREMENT

  • Good computer skills, particularly MS Office based applications.
  • At least five (05) years of progressively responsible programme support experience in team leader in positions in government sectors or NGO or UN agency.
  • Good knowledge of Amharic language; Candidates with knowledge of any additional Ethiopian language will be preferred.

Profile of the PM:  The selected candidate will be the one with the following qualifications, skills and experiences:

Qualifications and Skills:University degree (B.A. or M.A) in a field related to DRM, natural resources management, social science, management, livelihoods, geography, economics, Development Studies or other relevant field.

Profesional background:

  •  Demonstrable at least 10 years work experience in relevant field and a successful track record of (a) Surveys and assessments of nation-wide community-based development activities, (b) natural resource management (c) DRM.
  • Extensive experience and demonstrable capability to work alongside a team of professionals in DRM cycle related activities, (Prevention, Mitigation, Preparedness, Response and Recovery/Rehabilitation) in both rural and urban areas.
  • Familiarity with DRM-SPIF and other relevant DRM related policies in Ethiopia, as well as with GoE actions and flagship programs in this domain (i.e. PSNP, LEAP…).
  • Experience in program design/implementation, as well as in developing recommendations based on reviews for programme design.
  • Knowledgeable about field-based surveys of community-based development activities.
  • A sound practical knowledge of natural resources, environment, livelihoods, infrastructure, and disaster risk analysis in the rural areas of Ethiopia; experience of watershed mapping, planning and development in Ethiopia;
  • Familiar with GIS tools, able to gather data from field surveys, process and elaborate relevant cartographic data.
  • Language skills:
    • Bilingual Amharic and English (written and spoken)
  • Computer:
    • Proficient in MS Office based applications, GIS solid skills will be an advantage.
  • Language skills:

    • For Somali Regions Somali language would be advantageous.
