The Project Manager-Women’s Land Right (PM-WLR) under the direct supervision of the National Director leads a 5-year project that focuses on Women Land Rights (WLR) Landesa funded project entitled “STAND FOR HER LAND: Collective Advocacy to Realize Women’s Land Rights in Ethiopia”. The project target operational areas is in Ehiopia, based in Addis Abaaba with frequent trave to HFHE Project sites. The position holder will deal holistically with policy and advocacy strategy documents formulation and program design and implementation, including leading the establishment of Country Coalitions in partnership with Civil society organizations membership and establish coalitions’ strategies documents and M&E activities and background analyses to support the launching of the coalition, introducing them to the government, other partners, and media.

The PM-S4HL will be leading a team that comprises Advocacy and communication Specalist and represent Habitat for Humanity Ethiopia (HFHE) at the community, Government office, in the designing all advocacy works to meet the project objectives and enhance project accountability with key partners and the community members.

Essential Duties and Responsibilities:

  • Ensure that mapping of existing policies and customary practices relevant to land, gender, and climate against Civil Society Organizations (CSO) actions is carried out to identify mutual priorities of coalitions and CSO collaborators roundtable gatherings to sensitize collaborators on the relevance of WLR to development priorities.
  • He/she also coordinates and arrange trainings & workshops to advance action in mutual Women Land Right (WLR) priorities and do direct engagement with grassroots activist organizations and regional and national CSOs. Train local and national government actors on specific WLR topics
  • Facilitate events to engender and connect government planning and implementation mobilize women to engage in government implementation of land formalization, sensitization, dispute resolution, etc. Meetings with government officials to influence policy on Women Land Right (WLR).
  • Ensure to improve country lead communication and advocacy knowledge,
  • Organize Public dialogue to validate and reach concuss on the mapping exercise in Uganda, Senegal, and Ethiopia
  • Conduct assessments on selection of target groups members of champions and collation members, ambassadors of WLR
  • Select and announce ambassadors of WLR from and engage them in advocacy
  • Facilitate public speeches for WLR ambassadors in academic, government institution, and NGO/CSO-Ethiopia, Uganda and Senegal
  • Attend the AU observers meeting and provide update to the management on timely manner
  • Organize round table discussion by engaging high committee of AU experts and host capacity building training for coalition countries
  • In partnership with the project sponsors responsible for ensuring the project is delivered on time to the required quality and standards.
  • Ensure the project planning and implementation is carried out as per the project plan.
  • Compiles periodic (monthly, quarterly, and annual reports), Management, Donor and Government reports.
  • S/He ensures managing relationships with a wide range of groups (including all project contributors, selected partner civil societies) and concerned government organizations and advocacy ambassadors, collation members and other stake holders.
  • Responsible for managing and supervision of the quality of all the project activities and manages the work of communications officer provides leadership and overall coordination and supervision, allocating and utilizing resources in an efficient manner and maintaining a co-operative, motivated and successful team.
  • Ensure that all data and information is updated, well organized and easily accessible; and those lessons learnt, and best practice are capitalized
  • Analyze and report on the evolving WLR issues and provide clear recommendations for interventions.
  • Identify and monitor risks, constraints, or escalating issues, and inform the hierarchy accordingly.
  • Liaison with MEAL Manager and program manager for technical support and coordination of MEAL activities.
  • Review documents for payments to services and consultants for STTA of project activities
  • Work with finance department about budget utilization as project budget holder and monitor financial expenditures on regular basis.
  • Provide Input in the process of preparation of annual planning and budgeting
  • Prepare and submit status and progress reports of donors and Government Agencies to the National Director for review and approval.
  • Organizing and leading Project kick off calls and briefings at the project level,
  • Ensure ownership and management of project materials consolidating and up keeping, and documenting,
  • Participate in meetings in relation to regional body engagement including observance meeting at AU.
  • Represent/liaise HFHE in discussions or meetings related to women land right advocacy work .
  • Other related duties as assigned by supervisor

Duration of the contract:   One year, Renewable based on performance and availability of funding.

Duty station: Addis Ababa with travel to project target areas

Job Requirements

Minimum Required:

  • University degree in fields relevant to the tasks including governance, human rights, civic education, public administration, economics, law or other related field in social sciences.
  • A minimum of five (5) years of experience with customary land tenure systems, land use and environmental planning, gender issues in land tenure and property rights including research, project planning and design, and implementation oversight.
  • Very good knowledge and experience of Pan-African women rights/human rights instruments and mechanisms, the operating environment and political climate.
  • Very good understanding of, or experience in, implementing and monitoring women rights/human rights in a Pan Africa context, including very good knowledge and experience of work related to the African Charter on Human and People’s Rights (ACHPR) on the Rights of Women in Africa (RWA) and its mechanisms, and other relevant human rights instruments and mechanisms
  • Proven excellent communication, presentation and report writing skills essential.
  • Experience in planning and conducting public consultations with a wide range of stakeholders in government and civil society, and in analyzing and communicating results;
  • Capability to manage complex tasks with minimal supervision, and to work under time pressure;
  • Native speaker fluency in English is required. Fluency in Amharic highly desirable;
