Employment term: one year contracts with possible extension based on satisfactory performance

Role purpose

Under the direct supervision of Project Coordinator, the post holder is expected to meet safeguarding and protection from sexual exploitation, abuse and harassment (PSEAH) standard practices in humanitarian and development programs.

In general, she/he will be responsible to assist the project coordinator, program department, partner organization including government to ensure compliances are meet through incorporating safe programming practices in all program cycle across partner organizations, facilitate training for various groups, participate in investigation, develop friendly materials and guidelines, monitoring of standard practices of sectors, reporting, data management and share the learning both in humanitarian response and development programs. The role holder will be expected to work whenever new humanitarian onset happened in the organization.

Key areas of accountability:

  • Responsible for the effective and efficient management of the given project/projects
  • Responsible for active implementation, monitoring and evaluation and reporting of the progresses
  • Develop new project proposals for further development of the program as well as the organization
  • Initiate team works and participate on assigned team works of the organization
  • Organize safeguarding training on preventing any form of sexual harassment, exploitation and abuse and other capacity building sessions for functions, project staff, partners with due emphasis for national programs, bigger consortium projects and humanitarian response.
  • Conduct ongoing refreshment training for staff, partner’s focal points on safeguarding and preventing any form of sexual harassment, exploitation and abuse
  • Coach and provide technical support to partner CSOs as they  train key staff and Board members on safeguarding, code of conduct, report mechanism, case management etc…
  • Provide on-going mentoring and coaching to partner CSOs in relation to development and implementation of safeguarding policies, procedures, and to develop appropriate internal tools and forms
  • Provide hands-on/ one to one support to partner CSOs to meet safeguarding standards
  • Ensure self-audit system at the organization level and support partner CSOs to carry out a self-audit on their safeguarding policy and procedures using a self-audit tool and review their Safeguarding policies
  • Develop child and adult safeguarding messages for various groups, facilitate translation, editorial and follow up the publication process.
  • Facilitate children and adult participation for effective reporting of concern and complaints
  • Develop and share child safeguarding tips for staff and partner CSOs an government partner on monthly and quarterly bases reactively
  • Develop local reporting structure and update the focal points contacts for the organization head and branch offices
  • Organize and participate on different meetings and related forums to ensure child safeguarding standard practices are considered for the specific projects as relevant
  • Follow up the administrative issues of the organization in relation to agreement, procurement, travel and etc.
  • Builds and maintains effective relationships, with their team, colleagues, members and external partners and supporters
  • The role holder may be required to carry out additional duties with the reasonable of his/her level of skill and experience

Job Requirements

Qualification and experiences: 

  • First Degree and above in social science and relevant fields with minimum five years relevant experiences
  • Good understanding of gender and power analysis (the drivers of violence)
  • Direct experience of developing safeguarding policies and procedures, both protection from sexual exploitation, abuse and harassment (PSEAH) and child safeguarding
  • Experience of implementing PSEAH and child safeguarding procedures such as:
    • Building capacity of downstream partners on safeguarding
    • Providing staff training on safeguarding
    • Conducting programme risk assessments
    • Developing and implementing reporting mechanisms
    • Developing and implementing response mechanisms
    • Experience of supporting survivors of violence
  • Good knowledge of the GBV and child protection context in Ethiopia
  • Detailed knowledge of current relevant legislation policy, practice, guidance and good safeguarding practice in Ethiopia.
  • Expertise in relevant legislation, research, and best practice; particularly with regards to ‘vulnerable groups’
  • Experience of facilitating trainings and workshops.
  • Experience in conducting project risk assessment, monitoring and report writing
  • Experience of providing technical support and capacity building such as mentoring
  • A demonstrable commitment to children’s rights, gender equality and social justice.

Desirable:

  • Fluency in written and spoken English
  • Experience working in gender, child and adult safeguarding, and humanitarian response programs
  • Skill on developing project proposals
  • NGOs experience
