The overall purpose of the role:

Overall responsibility for the implementation of the Protection Strategy and the day-to-day management of responsibilities – General Protection, Child Protection, and Gender-Based Violence, ensuring that all protection programs are in-line with DPO’s technical quality standards and are on time, within budget, and within scope Provide technical expertise on program development in all relevant projects.

Duties and responsibilities

Humanitarian and Developmental Program Management

  • Strategic vision and supervision of the general protection, GBV, and CP program in coordination with, and technical supervision of staff
  • Taking a leading role in the updating and review of the protection strategy and in drafting protection-oriented advocacy notes, concept notes, and project proposals, in coordination with, and technical supervision of staff
  • Develop and implement a context-appropriate, scalable community-based protection approach to foster self-protection capacities and engagement
  • Maintain effective and safe referral pathways for protection concerns and other vulnerable cases between the protection program, other internal DPO programs, and external partners, and ensure the development and maintenance of SOPs for referrals
  • Strengthening the protection monitoring system including analysis of information related to GBV Safety audits and CP monitoring results.
  • Assist in the development of standard operating procedures on all protection SOPs including GBV, CP, legal assistance, protection monitoring, and community-based assistance.
  • Representation, Coordination and Advocacy
  • Advocacy for the rights of displaced people in their context of displacement, child protection initiatives, case management, and case support, sexual and gender-based violence prevention, registration services for the internally displaced and refugees, monitoring of rights and rights awareness-raising, other protection issues according to the context.
  • Assist in the development of standard operating procedures on all protection SOPs including GBV, CP, legal assistance, protection monitoring, and community-based assistance.
  • Ensure implementation of general protection projects as required
  • Facilitate and coordinate the submission of monthly protection monitoring reports and identification of key messages and responses to monitoring findings
  • Liaise with the M&E Manager to develop and implement an M&E plan for protection, GBV, and Child Protection activities, develop the community feedback mechanism, map lessons learned and identify opportunities for evaluations and quality improvement.
  • Quality control and site monitoring to ensure that services provided are according to standards
  • Program monitoring as per expected outputs and outcomes
  • Ensure continuous updating of project documentation and files
  • Identify new opportunities for protection intervention and work closely with, the Protection Coordinator/officer, technical project managers, and the program director to develop quality proposals, concept notes, and budgets.
  • Develop and undertake needs assessments to inform program design and strategic direction. Conduct frequent rapid needs assessments of the situation in the event of an emergency in collaboration with other stakeholders to address related problems
  • Share relevant project information with external stakeholders as necessary and required
  • Participate in relevant coordination meetings. Ensure DPO Protection representation in different Protection working groups and other technical groups
  • Look for ways to work more closely with the government, coordinate with relevant government departments, whenever is appropriate to the context, and take full account of resultant risks and opportunities.
  • Any other duties relating to the nature of the job as requested by the program director/director general

Staff Management and Technical Guidance

  • Provide technical guidance to staff and partners, on confidential and safe data collection in line with internationally recognized best practices.
  • Implementation of new approaches to Protection information management systems,
  • Ensuring implementation of protection mainstreaming/integration guidance for other technical teams (CCCM, WASH, Livelihoods, social cohesion)
  • Ensure appropriate pieces of training for DPO staff and partners on basic protection issues, basic humanitarian principles, human rights concerns, prevailing legal framework, and protection, and ensure that protection pieces of training are of high quality.
  • Maintaining the overall budget as needed to ensure that budget forecasting and expenditure are completed as per contractual obligations, and donor compliance is ensured
  • Responsible for ensuring that donor reports on protection, GBV, CP outputs, and activities are completed according to specified internal timelines.
  • Providing leadership on durable solutions programming and advocacy in all projects,

Job Requirements

Qualifications:

  • Education: BSC/BA or MA/MSC in Law, International Law, Human Rights, political science, humanitarian project management, international development, economics, or other related fields,
  • Experience: Minimum 8 years for  BA/BSC or 6 years for MA/MSC managerial experience in a development environment leading, managing, and implementing development projects, preferably in the field of community development

Essential Competencies & Skill

  • Technical understanding of core protection concepts including experience implementing protection programming in humanitarian contexts;
  • Ability and willingness to maintain regular presence at project sites;
  • Strong interpersonal skills and commitment to learning, designing and implementing organizational policies and procedures;
  • Good computer skills (Excel, Microsoft, PowerPoint and Outlook, ERP);
  • Good understanding of international human rights and principles of humanitarian work;
  • Previous working experience with humanitarian agencies will be considered a strong advantage;
  • Fluency in written and spoken English. Fluency in local spoken languages is taken as an advantage.
