Background

In April 2018, UNICEF initiated the Generation Unlimited (GenU) partnership at the global level, mobilizing public and private sector actors, UN agencies, and civil society organizations around the goal of ensuring every young person (aged 10-24 years) is in education, training or age-appropriate employment by 2030.

GenU Global Board was presented with a partnership strategy that recommends the launch of in-country multisector GenU partnerships in frontrunner countries. The Board approved the strategy, creating a strong mandate for GenU to begin implementation. GenU will contribute to results related to education, skills, fostering decent work opportunities, and youth entrepreneurship. Like other UN agencies, UNICEF contributes to the implementation of the UN Youth Strategy in several ways, and UNICEF’s engagement in GenU is one of these.

The GenU in-country public/private platforms aim to attract and pool investment in scalable, bankable initiatives that have the transformational potential for positive youth development outcomes. A meaningful group of local public-private and civil society leaders, including young people, will be invited to commit formally to join the GenU initiative at the country level. Among others, setting up an Executive Board that is co-chaired by government and another partner, prominently involves senior figures from the private sector, the development community, civil society organizations, and young people, with a target of 30% of seats for the latter group is a natural starting point for exploring an evolution into a full-fledged GenU national partnership.

GenU is being set up and operationalized through a three-tier approach. The first step in this process is various activities in “Supporting the GenU movement”. These core activities -while being fully aligned with the GenU’s mission and strategic priorities[1]- encompass:

(i)     Building a strong knowledge and evidence foundation by undertaking a Landscape Analysis;

(ii)   Identify, engage and establish a network of like-minded partners (simultaneously to the Landscape Analysis);

(iii) Undertake advocacy efforts, partnership building as well as engagement activities such a GenU Youth Challenge (simultaneously to the Landscape Analysis);

UNICEF’s role in GenU & its Strategic Plan (2018-2021) articulates results for adolescents across five goal areas and demands that UNICEF accelerates this work and take it to scale by leveraging commitments to adolescents, strengthening systems that address adolescents’ priorities and mobilizing resources. Secondary-age education, skills for personal empowerment, learning, entrepreneurship, and employability as well as supporting civic engagement among adolescents are key results for UNICEF to deliver within its Strategic Plan.

Job Creation Commission (JCC) is the hosting and leading national counterpart for GenU. Its commitment to engage with GenU is fivefold: (i) it hosts the GenU Secretariat and interim-country team and provides logistical /administrative support as necessary; (ii) supports GenU advisory board and act as the lead of partnerships (iii) support GenU by sharing JCC’s extensive diagnostics, benchmarks, and evidence-based analyses to expedite GenU’s landscape analysis (to be completed within 4-month), and youth scoping work to help identify the most pressing issues of the youth in Ethiopia. (iv) host and support GenU Youth Challenge, as an advocacy effort to engage the Ethiopian youth in a meaningful and sustainable way as co-creators. (v) programmatically, JCC recognizes that the #etworks program is well aligned with GenU’s strategic priorities. Hence, by JCC delivering on its #etworks program, the Commission is contributing to the collective effort to transform the outcomes of the jobs and employability of the youth in Ethiopia. (vi) additionally, GenU brings into play a critical element by convening multi-cross sectorial partnerships, crafting contextualized shared agenda, and mobilizing local and global resources to bridge the space between skill development and jobs.

 

Purpose

The Consultant will ensure that the Generation Unlimited (GenU) hosted by the Jobs Creation Commission (JCC) is established at country-level with all necessary core activities delivered, e.g.

1.    Support and coordinate the “Landscape Analysis” research and programmatically ensure GenU/#etworks alignment;

2.    Initiate a range of cross-sectoral partnerships and build networks with the private sector, youth and youth organizations, as well as government entities and others;

3. Design, initiate and undertake various youth engagement activities and advocacy such as Challenges, consultations, and other modalities;

Justification

The expected workload in core activity areas is high and needs technical leadership and backstopping at the meso- and micro-level at the hosting government entity.

(i)    Building a strong knowledge and evidence foundation by undertaking a Landscape Analysis;

(ii)   Identify, engage and establish a network of like-minded partners (simultaneously to the Landscape Analysis);

(i)    Undertake advocacy efforts, partnership building as well as engagement activities such a GenU Youth Challenge (simultaneously to the Landscape Analysis);

The Consultant is expected to be physically placed at the JCC offices The Consultant shall work remotely as long as COVID-19 Ethiopian government response measures are in place. to take the lead -under the overall guidance of the UNICEF supervisor- on the three (3) initial GenU core activities as outlined here.

The Consultant is needed during the initial six (6) months for the establishment of the GenU in Ethiopia. This is also indicated in a joint “Letter of Exchange” between the JCC, UNICEF, and UNDP.

Job Requirements

  • Minimum Master’s degree in economics, business administration, entrepreneurship, sociology, education, pedagogy, anthropology, development studies, psychology, gender studies, international studies or related field;
  • Minimum of five (5) years progressively responsible professional work experience in the field of youth employment, or adolescent education, or skills development, or entrepreneurship, or decent work or private sector development, or civic engagement;
  • Outstanding pro-active nature in engaging a variety of stakeholders such as youth, private sector companies, NGOs, and government entities to establish partnerships and networks a must;
  • Project management and project implementation experience in the above-mentioned thematic areas highly desirable;
  • Proven past work experience with a research institute or engagement in a larger research study highly desirable;
  • Proven track record of working with private companies or deep understanding of private sector operations highly desirable;
  • Demonstrated engagement with adolescents and youth highly desirable;
  • Strong analytical skills in assessing research progress and gaps paired with an overall intellectual curiosity to find solutions;
  • Fluency in English (written and spoken) and Amharic (written and spoken);
  • Strong English writing skills, aptly summarize and synthesize ideas to senior managers and other audiences;
  • Fluency in another official language of Ethiopia is an added value;

General Conditions: Procedures and Logistics

  • As stated above, the consultant will be physically working from the Jobs Creation Commission offices; as long as the COVID-19 State of Emergency and other government response measures are in place that prevent the consultant to work from the JCC office he/she is expected to work remotely; in this context, it is expected from the consultant to have constant internet connectivity to be reachable by the Supervisor at any time, especially during core working hours from 07:30 am to 05:30 pm;
  • The consultant should provide his/her own computer and mobile phone;
