REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, supporting and working within the framework of the humanitarian reform process. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.

IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organization manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis, GIS and remote-sensing. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, which allows particularly IMPACT to benefit from ACTED’s operational support on its fields of intervention.

ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. Their 3,300 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development.

MISSION profile

IMPACT, through its partnership with ACTED, is initiating its activities in the Ethiopia context as part of the Collaborative Cash Delivery Consortium, led by Save the Children and in collaboration with ACTED, Catholic Relief Services, CARE and World Vision. The consortium will deliver life-saving humanitarian actions through emergency cash distributions to as many as 78,000 of the most vulnerable, crisis-affected individuals in areas across Ethiopia impacted by unrest, conflict and displacement expected to be triggered by the August 2020 elections. IMPACT will lead two key aspects of the consortium: the establishment of a regular, reliable and predictable consortium-level market monitoring initiative; and, an internal monitoring component consisting of a beneficiary selection verification exercise, aggregation and reporting of post-distribution monitoring and complaint monitoring system findings, and an overall outcome evaluation of the consortium’s activities. IMPACT’s activities will be implemented in close collaboration with consortium partners in a dynamic response environment – the successful candidate will need to be energetic, flexible and self-motivated, and have a strong knowledge of Cash and Markets Monitoring, to deliver expected results.

Under the supervision of the IMPACT Senior Assessment Officer, the REACH Assessment Specialist will be responsible for the management and implementation of assessments, including preparation, implementation and follow-up, ensure data quality and compliance with internal procedures. He/she will also be responsible for related logistics, partner coordination, reporting and finance requirements. Depending on the type of profile hired, the Assessment Specialist with lead either the Cash and Markets workstream or the Internal Monitoring workstream, and play a supporting role in the other.

The REACH Assessment Specialist shall be responsible for:

o Independently designing and implementing REACH assessment strategy and methodology and corresponding analytical frameworks;

o Ensuring the writing of timely and accurate assessment reports, briefs and factsheets with integration of cluster and/or partner feedback;

o Provide information management support through in-depth data analysis, technical training development, macro development, IM platform management, and/or geo-referencing, when possible.

o Manage project timeframes and assessment schedules and work with field staff to design and implement REACH assessment procedures;

o Support the development/revision of assessment/programme strategies, reports or new proposals;

o Liaising with programme staff of other ACTED departments to ensure close coordination is maintained;

o Under the supervision of IMPACT Deputy Regional Coordinator and the IMPACT Sr Assessment Officer, external representation of REACH with Donors, Partners and the wider Aid Community through consortia, clusters and sectoral working groups;

o Coordinate timely and accurate reporting to IMPACT Deputy Regional Coordinator and the IMPACT Sr Assessment Officer;

o Manage REACH assessment/ field staff to ensure a smooth and timely implementation of activities;

o Ensure that assessment strategies are implemented in a structured and coherent manner in line with project and strategic objectives;

o Coordinate and ensure timely data collection, analysis and, in partnership with GIS/DB team, mapping of datasets and ensuring that all collected data are geo-reference

Ø Technical Support

o The REACH Assessment Specialist will contribute towards the identification and implementation of effective and adapted technical solutions and partnerships.

o S/he will provide in-country technical backstopping to the assessment team across all workstreams.

Ø Product dissemination and evaluation

o Support IMPACT Senior Assessment Officer and Deputy Country Coordinator in the dissemination of research products in line with IMPACT Guidelines and Research ToRs;

o Maintain the strictest confidentiality of data and related processes. He/she will actively take measures to prevent the unauthorized sharing of information and data;

o Under supervision of IMPACT HQ, ensure that GIS products are uploaded in relevant data portals, as specified in Research ToRs;

o Under the supervision of the IMPACT Country Focal Point and in coordination with assessment officer(s), ensure that lessons learned are gathered and documented at the end of each research cycle.

Ø Confidentiality and Data Protection

o The REACH Assessment Specialist will maintain the strictest confidentiality of data and processes. He/she will actively take measures to prevent the unauthorized sharing of information and data.

Ø Accountability to Communities and Beneficiaries

o The staff member is responsible for ensuring that all relations with the communities REACH and partners work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about REACH programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every REACH staff member.

REQUIREMEnTS

· Degree in relevant discipline: development studies, economics, social science, political sciences, international relations or equivalent;

· At least 5 years of relevant working experience humanitarian settings and a strong understanding of humanitarian coordination architecture

· At least 3 years of leading assessments, monitoring and evaluation, or research cycles independently;

· Significant previous experience in either monitoring and evaluation, research or information management;

· Proficiency of Microsoft Word, Excel and Powerpoint;

· Mastery of with mobile data collection tools (ODK, ONA, KOBO);

· Proven excellent analytical skills;

· Excellent communication and drafting skills for effective reporting in English;

· Ability to operate SPSS, STATA, R or related statistical software is an asset;

· Knowledge of the Adobe Suite, particularly Illustrator and InDesign is an asset;

· Fluency in English one other local language required

· Ability to operate in a cross-cultural environment requiring flexibility;
