REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, supporting and working within the framework of the humanitarian reform process. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.

IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organization manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis, GIS and remote-sensing. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, which allows particularly IMPACT to benefit from ACTED’s operational support on its fields of intervention.

ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. Their 3,300 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development.

Mission Profile

IMPACT, through its partnership with ACTED, is initiating its activities in the Ethiopia context as part of the Collaborative Cash Delivery Consortium, led by Save the Children and in collaboration with ACTED, Catholic Relief Services, CARE and World Vision. The consortium will deliver life-saving humanitarian actions through emergency cash distributions to as many as 78,000 of the most vulnerable, crisis-affected individuals in areas across Ethiopia impacted by unrest, conflict and displacement expected to be triggered by the August 2020 elections. IMPACT will lead two key aspects of the consortium: the establishment of a regular, reliable and predictable consortium-level market monitoring initiative; and, an internal monitoring component consisting of a beneficiary selection verification exercise, aggregation and reporting of post-distribution monitoring and complaint monitoring system findings, and an overall outcome evaluation of the consortium’s activities. IMPACT’s activities will be implemented in close collaboration with consortium partners in a dynamic response environment – the successful candidate will need to be energetic, flexible and self-motivated, and have a strong knowledge of Cash and Markets Monitoring, to deliver expected results.

Position Profile

Under the supervision of the IMPACT Senior Assessment Officer and the Deputy Country/ Regional Coordinator, the REACH GIS/DB Specialist shall be responsible for:

The REACH GIS/Database Specialist shall be responsible for:

Ø GIS Activities

o Preparation, conception and production of maps

§ Identify map information needs;

§ Identify and access map information sources;

§ Ensure accurate linkages between spatial databases and assessment data;

§ Production of GIS products including maps and factsheets.

§ Ensures that the produced maps meet the requirements of REACH and concerned partners.

Ø Data Management and Analysis Activities

o Supervision and monitoring of remote data or/and direct collection

§ Conceptualize methodologies for collecting data in the field, as according to need;

§ Organize and supervise GIS field missions;

§ Monitor accuracy of data collected.

§ Cross check data collected in the field, ensure regular updates and solve eventual discrepancies;

o Data cleaning, management, and merging

§ Manage data received from the team;

§ Maintain, update and expand R-based system of data management and analysis for data dissemination and reporting;

§ Maintain, update and expand R system from automated data analysis and map production for factsheets

Ø Support to Assessment Preparation and Planning

o In coordination with relevant assessment officer(s), support assessment planning in line with project and program objectives and with IMPACT’s research cycle and other relevant guidelines;

o Map and analyze secondary data in coordination with the assessment officer(s);

o Contribute to draft assessment ToRs with a specific focus on the analysis plan, and related mapping, as well as data management plan;

o Support the development of qualitative and quantitative data collection tools, ensuring GIS requirements of research cycle/assessment are met;

o Develop geo-spatial analysis of assessment areas to be used in developing daily assessment plans, field movement plans and accompanying operational maps for field teams;

o In coordination with relevant assessment officer(s), support construction of quantitative sample;

o Keep track of progress and delays of all assigned tasks throughout the research cycle. Ensure that delays or identified problems are reported by writing and orally in a timely manner.

Ø Team Management

o The REACH GIS/DB Specialist will be responsible for managing junior GIS/ DB staff as needed.

Ø Internal Communication Processes

o The REACH GIS/DB Specialist will liaise with IMPACT in Geneva to guarantee a quality product that suits the needs of the field office. He/she will respond to information requests from IMPACT Initiatives and keep Geneva informed of the MIS activities in the field.

Ø Project development support

o Co-developing GIS components in proposals and supervising the implementation of these GIS components in approved projects;

o Ensure that REACH project staff collects the necessary information to permit creation of maps by liaising and coordinating with REACH project staff.

o REACH workload permitting, make maps for external agencies and the ACTED programme department

Ø Technical Support

o The REACH GIS/DB Specialist will contribute towards the identification and implementation of effective and adapted technical solutions and partnerships. The REACH GIS/DB Specialist will provide technical backstopping of database to GIS/DB team and provide capacity-building to GIS/DB team related to database maintenance and advanced GIS techniques. He/she will also support the collection of spatial datasets and integration with REACH activities.

Ø Product dissemination and evaluation

o Support IMPACT Country Team in the dissemination of GIS products in line with IMPACT Guidelines and Research ToRs;

o Maintain the strictest confidentiality of data and related processes. He/she will actively take measures to prevent the unauthorized sharing of information and data;

o Under supervision of IMPACT HQ, ensure that GIS products are uploaded in relevant data portals, as specified in Research ToRs;

o Ensure that lessons learned are gathered and documented at the end of each research cycle.

Ø External relations

o Under the supervision of IMPACT’s Country Focal Point, contribute to consultations with relevant partners for the preparation and dissemination of GIS products;

o At the discretion of the IMPACT Country Focal Point, the GIS Officer may be tasked with attending relevant technical fora in country (e.g. IM/GIS working groups).

o In support of the IMPACT Senior Assessment Officer, engage with other organisations engaged with the maintenance of spatial data in country, including ensuring IMPACT Geodatabases are up-to-date and in line with Common Operational Datasets (CODs) and Fundamental Operational Datasets (FODs)

Ø Confidentiality and Data Protection

o The REACH GIS Officer will maintain the strictest confidentiality of data and processes. He/she will actively take measures to prevent the unauthorized sharing of information and data.

Ø Accountability to Communities and Beneficiaries

o The staff member is responsible for ensuring that all relations with the communities REACH and partners work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about REACH programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every REACH staff member.

REQUIREMENTS

· Bachelor degree in GIS, Geography, Environmental studies or a related discipline

· Minimum 5 years of experience in GIS / Database management, preferably in humanitarian context;

· Experience analyzing data with R is required; knowledge of other statistical programming languages and packages a plus;

· Extensive previous experience with mobile data collection (ODK, ONA, KOBO);

· Excellent Microsoft Excel skills

· Knowledge of the Adobe Suite, particularly Illustrator and InDesign is desired;

· Excellent team management skills;

· Ability to operate in a cross-cultural environment requiring flexibility;

· Fluency in English and one local language is required;

· Ability to work independently.
