UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy and programme work carried out at HQ, Regional and Country Office (CO) levels, forms a contiguous spectrum of deep, local knowledge to cutting-edge global perspectives and advocacy. Within this context, UNDP invests in a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.
Enabling the network of expertise across the SDGs, within and beyond UNDP, SDG Integration is the team that influences, shapes, and activates platforms for intersectional collaboration for complex, multi-faceted, and ‘frontier’ issues in sustainable development. As such, the SDG Integration team is at the heart of UNDP’s Global Policy Network (GPN).
Under the guidance and matrixed supervision of the Inclusive Growth Team Leader in the Regional Service Center for Africa (RSCA), based in Addis and the SDG Integration Head in HQ, the SDG Integration Advisor curates and facilitates support on SDG implementation at the CO level and ensures that UNDP’s offers/integration services are informed by the experiences with implementation on the ground and by the broader debates and analytical advances on SDG implementation.
The services and expertise of the SDG Integration Advisor include:
  • Support UNDP COs with development solutions for complex, large scale development challenges at the regional and country levels. The support provision focuses complex requests/problems that relate to multiple thematic/SDG areas in defining their complexity, scalability, entry points as well as the integration of policy, data and analytics, innovation, and finance. The SDG Integration Advisor will also work as connector to connect other key functions to fulfill the support which include acquisition of external consultants/contractors, design, implementation and operations, monitoring and evaluation and resource mobilization.
  • Coordinate multi-disciplinary engagement and collaboration across the SDGs, including the provision of a common Secretariat capability for UNDP pilot/start-up initiatives in support of SDGs as well as an in-house coordination platform for scoping and deploying technical engagements that draw from UNDP’s network of SDG advisory expertise;
  • Facilitate technical advice on comprehensive SDG themes and/or processes to national and regional leaders/counterparts and external industry leaders, which include collaborative design, innovative tools, research/data analysis, facilitating ‘sense making’ of development trends, sensitization/stakeholder engagement, advisory support on establishment of country platforms, etc.
  • Facilitate joined-up planning and design work to advancing a coherent narrative and operational platform for integrated development approaches within the SDG Framework, as well as information management of UNDP’s integration offers and Inter-Agency investments in collaborative SDG engagement;
  • Apply learning and capacity development on integrated SDG engagement for UNDP’s development experts.
The SDG Integration Advisor will provide intellectual and strategic leadership as well as technical guidance on SDG integrated issues for UNDP in the Africa region, will support the SDG Integration strategy for COs in the region and represent UNDP in the wider innovation and SDG integration for sustainable development discourse, within the UN system and among bilateral partners, external experts, governments, etc.
In collaboration with the programme and policy teams in the RSCA, Country Accelerator Labs, SDG Finance Team, Inclusive Growth and SDG Integration Teams, and UNDP’s wider Global Policy Network (GPN) s/he is responsible for facilitating the provision of technical expertise and policy and programme advisory services to COs, in alignment with the corporate priorities and policies. Working to ensure quality and coherent policy and programme advisory services within their region, as well as alignment with the Strategic Plan, regional workplans, the Inclusive Growth offer, and the new UNDP SDG integration strategy and mandate, the SDG Integration Advisor advances the credibility and recognition of UNDP’s capabilities in this knowledge domain and associated community of practice.
DUTIES AND RESPONSIBILITIES

4.Representation, advocacy, and partner engagement for effective institutional positioning of UNDP’s SDG integration offer in the region
1. Effective leadership, facilitation of coordination and integration services of the SDG Integrator Team to support COs
  • Serve as the front-line, technical expert for UNDP’s SDG integration offer contextualized for COs in the region;
  • Manage requests for integrated SDG support from UNDP COs, and sub-regional requests, working closely with the CO Desk Officers and RSCA’s Teams;
  • Facilitate coordinated technical support on SDG implementation, leveraging experience form across the organization as they emerge from the Accelerator Labs Network, the SDG Finance Hub, and the Country Support Platforms.
  • Ensure effective response to complex, multi-sectoral and integrated development solutions.
  • Engage with service requestors to drive demand and collectively define the scope of technical support foreseen and define the detailed service offer, including through the Country Support Platform;
  • Work with the RSCA’s teams, to identify valuable expertise from across the GPN’s capacity network / roster and to coordinate the release and deployment of experts within SDG integration engagements;
  • Quality assure the preparation and delivery of integrated SDG advisory engagements;
  • Maintain high-quality collaborative networks with UNDP and non-UNDP experts across knowledge domains through regular and episodic substantive work, as required in the delivery of integrated SDG services.
2. Facilitation of technical advice on comprehensive SDG themes and/or processes to UNDP COs, national and regional leaders/counterparts and external industry leaders
  • Curate expertise on SDG planning, monitoring, campaigning, and coordination UNDP COs and counterparts in the region, ranging from national governments, local city leaders, private sector leaders, and civil society/NGO actors, etc.
  • Deliver UNDP’s SDG integration services in collaboration with technical experts from across UNDP’s GPN network of capacity and in-house resources across knowledge domains (including the Accelerator Labs Network, SDG Impact, and the Country Support Platforms) to demonstrate intersectional policy advice and integration capabilities.
  • Offer and develop programmatic solutions to complex development solutions at national level.
  • Engage with, mobilize and foster external partnerships behind large scale and integrated SDG solutions.
3. Contribution to knowledge management, community of practice networking, content development and curation of tools and resources to build capacity around integrated SDG engagement for governments and national counterparts
  • Provide technical expertise in knowledge codification, content development and repository for regional/CO knowledge products, identifying tools, developing methodologies and programmatic solutions and producing knowledge to facilitate and advance innovation in driving and accelerating SDG achievement in close collaboration with the SDG Accelerator Lab network team;
  • Design and deliver training on programming tools including by developing training packs for COs to facilitate innovation learning, foster and encourage policy innovation and continuous improvement to enhance programme delivery;
  • Present and showcase UNDP knowledge on integrated SDG solutions and engagement processes at high-level fora, and ensure that UNDP’s SDG integration capability is contextualized in relevant and impactful ways in multi-disciplinary and multi-sectoral arenas;
  • Develop and strengthen linkages with the global SDGs Community of Practice and across regions
4. Representation, advocacy, and partner engagement for effective institutional positioning of UNDP’s SDG integration offer in the region
  • Present the work of UNDP in leading SDG Integration efforts in conferences and meetings on the 2030 Agenda and SDGs organized by different stakeholders, globally and regionally;
  • Guide the continuous refinement of UNDP’s roadmap and engage proactively with funding partners to influence the global discourse on the 2030 Agenda by feeding the outcomes of UNDP work into other UN and non-UN processes;
  • Contribute to regional coordination processes with UN sister agencies, and establishes linkages with other existing initiatives, country/regional level engagement, and effective communication of the project outside the UN, including supporting resource mobilization.

REQUIRED SKILLS AND EXPERIENCE

Education:

A Master's degree, preferably in international development, law, international affairs, business administration, development economics, or other relevant field, or extensive compensating experience in relevant, technical fields.

Experience:

  • A minimum of 10 years of experience in either public (national or multilateral, including UN) or private sectors (academia, non-governmental sector, corporate), with increasing level of responsibility in the relevant technical area
  • Proven leadership experience in the UN System related to development
  • Demonstrated in-depth experience in providing policy advice and developing programmatic solutions, tools and methodology to support countries in their implementation of the SDGs
  • Experience in leading or supporting national development planning and working in a development
  • Excellent negotiating and communication skills and ability to mobilize support from a wide range of partners (public, private, academic, civil society, business community leaders)
  • Proven track record of management and resource mobilization skills

Language Requirements:

  • English proficiency, 2nd UN language is considered an asset but not required
