Organizational Context

The incumbent is expected to contribute to Shire operation’s goal of upgrading individual registration data to the highest standard for Eritrean refugees in Tigray region of Ethiopia. Quality registration data will ensure refugee population statistics are authoritative, credible and reliable in informing the donor community of UNHCR’s funding needs, for planning purposes and in identifying solutions including access to non-traditional solutions like alternative legal pathways.

The Registration Assistant will be stationed in Field Office Embamadre/Adi-Harush and Mai-Aini Comps and will report to the Head of Field Office Embamadre under the overall supervision of the Senior Protection Officer.

Accountability

  • Comply with UNHCR Code of Conduct
  • Ensure Registration Standard Operating Procedures (SOPs) are implemented in accordance with relevant UNHCR standards and policies.
  • Ensure compliance with UNHCR Data Protection policy.
  • Ensure persons of concern have unconditional access to protection and assistance.

Responsibility

  • Conduct registration interviews with persons of concern with the aim of  ensuring individual registration data is complete, accurately recorded and up-to-date;
  • Ensure enrolment and use of biometric information for identity management;
  • Participate in ensuring access to individual documentation;
  • Participate in statistical and data analysis as required;
  • Ensure effective liaison with functional units for follow up on identified protection cases;
  • Ensure safe keeping of individual registration records including manual records;
  • Participate in anti-fraud and PSEA messaging and information campaigns;
  • Act as an interpreter and translator when needed;
  • Draft routine correspondence and reports;
  •  Perform other duties as required by supervisors

Authority

  • Refers individual cases to other functional units in the Operation and/or external partners for appropriate follow-up, in accordance with established criteria and SOPs.
  • Counsel individual cases on the reasons for negative registration decisions, in accordance with the registration SOPs

Job Requirements

Essential Minimum Qualifications and Experience

  • Completion of secondary education preferably with post-secondary training or certificate in a social science, statistics, mathematics, information technology or related fields.
  • 1 year of relevant work experience
  • Proficiency in English and Tigrigna language required.
  • Excellent computer skills.

Required Competencies

  • Practical field experience in remote and isolated regions of Ethiopia an added value.
  • Flexibility and adaptability to a rapidly changing operational environment.
  • Excellent inter-personal and networking skills required

Desirable

  • Training in principles of international protection.
  • Experience in working with UNHCR ProGres software.
  • Knowledge of another UN language.
