    Background:

    John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 25 years.

    JSI is implementing the five-year Digital Health Activity project in Ethiopia, which is funded by the United States Agency for International Development (USAID). The purpose of this Activity is to support the Government of Ethiopia (GOE) to improve the quality of health services and create a sustainable health care system through the use of data for decision making, as well as to provide similar services to other countries in Africa or to respond to a crisis in Ethiopia (as needed). As part of this Activity, JSI/DHA is also anticipating an Award of Government to Government (G-to-G) project which will be funded by USAID in supporting the Ethiopian Food & Drug Authority (EFDA)’s objectives. EFDA is the National Regulatory Body of Ethiopia that is responsible for ensuring the quality, safety and or efficacy of medicines, food, cosmetics and medical devices. To support EFDA’s objectives, USAID will contribute by providing resources to implement the Pharmaceutical Products Track & Traceability activities that aimed at ensuring patient safety and improving supply chain efficiency by ensuring the visibility of pharmaceutical products movement.

    We are looking for a Supply Chain Specialist who will be responsible for the development and implementation of traceability system. He/she works closely with the team in order to understand business activities and facilitate the implementation of the project. The position requires critical thinking, engagement and solving complex technical challenge skills in ensuring the smooth running of activities and compliance with EFDA and JSI policies and regulations.

    *This position is contingent upon the award of G-to-G fund.

    Responsibilities:

    Specific responsibilities of the Regulatory Supply Chain Specialist will include, but not limited to the following:

    • Provide technical input on the implementation of the Track and Trace (T&T) activities at national level.
    • Expedite regular monitoring of selected high impact traceability process indicators to track and accelerate the progress in the T&T activities.
    • Support and work with manufacturers and other supply chain actors to implement T&T.
    • Assists EFDA in development, optimization and implementation of T&T and integrate with electronic regulatory information system (eRIS).
    • Assist EFDA in development, dissemination and implementation of science based tools-Directives, guidelines, procedures and guidance materials that ensure the implementation of T&T in Ethiopia and sensitization of stakeholders on the implementation of T&T regulatory tools and GS1 standards.
    • Develop and integrate master product data is to be used as a single source of truth for all drug related transactions.
    • Identify high-risk areas of regulatory processes with respect to T&T and in place appropriate interventions.
    • Identify risks to deliver results and propose recommendations to unravel problems, escalating issues to higher leadership at appropriate level before they become serious and assist with problem solving.
    • Support and work with manufacturers and other supply chain actors to implement T&T.
    • Support EFDA branches, regional/city administrations regulators on T&T implementation.
    • Build capacity and coach others on regulatory and supply chain matters to improve quality of output & outcomes with respect to the T&T activities.
    • Motivate others by being a role-model in building positive working culture towards common goal.
    • Prepare and submit monthly, quarterly, semiannually and annual activity reports to EFDA.
    • Participates in meetings, conferences and workshops organized EFDA or other partners on T&T activities in Ethiopia as required.
    • Responsible for implementing JSI's Accountability Framework and Code of Conduct, and adhering to JSI's polices on fraud management.
    • Performs other activities assigned that will help ensure the implementation of T&T activities.

    Job Requirements

    Applicants for this position should possess the following qualifications:

    • Minimum Master’s degree in relevant discipline (Regulatory Affairs, Supply Chain Management, Pharmacy, etc.)
    • Minimum of 5 years of experience working in the Regulatory Sector.
    • Experience in implementing electronic regulatory affairs information systems.
    • Experience working on the development and implementation of Information Systems.
    • Deep knowledge of EFDA’s customers business process (manufacturers, importers, wholesalers, EPSA, health facilities, others).
    • Familiarity with health systems in Ethiopia. Ability to prepare and present technical information in an understandable manner to partners and supply chain actors.
    • Knowledge of and experience with implementation of GS1 standards in the healthcare sector, additional value.
    • Strong representational and interpersonal skills.
    • Excellent written and verbal English; proficiency in Amharic.
    • Proficiency in common computer packages (e.g. Word, PowerPoint, Excel) relevant to the work.
