Request for Proposal for Final Evaluation
The Feed Enhancement for Ethiopian Development Project - Phase III (FEED III) is a three-year project funded by the United States Department of Agriculture (USDA) Food for Progress Program, implemented by ACDI/VOCA since 2017. Program activities will be completed before December 2020.
According to the USDA Monitoring and Evaluation Policy, each project is required to undergo a comprehensive, independent final evaluation. The purpose of the final evaluation is to assess whether the project has achieved the expected results as outlined in the results framework. The final evaluation should assess areas of project design, implementation, management, lessons learned and replicability. It should seek to provide recommendations for USDA, program participants and other key stakeholders for future food assistance and capacity building programs. In general, the final evaluation should assess; a) relevance, b) effectiveness, c) efficiency and d) sustainability of project activities. The final evaluation will allow ACDI/VOCA and USDA to reflect on the project’s achievements, strengths, and sustainability, as well as to understand any weaknesses, lessons learned, and best practices for implementing future interventions. To accomplish these objectives, the final evaluation will collect and analyze mostly quantitative data supported by some qualitative data. The evaluation will also apply gender and youth lenses in the design, data collection, analysis, and reporting.
Thus, bids are being requested for the Final evaluation. Interested bidders can request for the RFP (Bid Document) and Scope of work (SoW) using the e-mail addresses indicated below starting from August 17, 2020.
