Background

The purpose of the Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities

Chemonics International seeks experienced RMNCH Supply Chain Specialist (consultant) for the USAID-funded Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM field office in Ethiopia will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives.

The RMNCH Supply Chain Specialist (consultant) supports effective management and implementation of GHSC-PSM’s RMNCH work plan at the Ethiopia field office. S/he will work in close coordination and collaboration with Health program director, RMNCH advisors and other GHSC-PSM relevant staff at the central and regional offices office; and with relevant government staff at MOH, EPSA and with other key implementing partners. GHSC-PSM is seeking candidates that effectively demonstrate competency, inspire and deliver high impact and sustained results in RMNCH supply chain management interventions (End Use Varication assessment, stock status data analysis and interpretation, forecasting, supply planning warehousing, distribution, logistics). Please see the criteria below for details:

Principal Duties and Responsibilities

As RMNCH specialist consultant, the employee is responsible for the following principle duties and responsibilities:

Support FP and MNCH related End Use verification assessments (designing tools, data collection monitoring, data organization)

Engage with MOH and EPSA for inclusion of FP & MNCH supply chain priorities in all relevant policies, plans and budgets for ensuring increased availability and use of modern contraceptive methods;

Support the preparation of national and regional reproductive health commodity security situation analysis and strategic planning, including organizing validation dissemination workshops

Support provision and organization of RMNCH pharmaceutical management training through effective coordination and communication with MOH, EPSA and implementing stakeholders

Participate in technical meetings and related fora at the national level and provide substantive inputs and support in the area of FP & MNCH SCM.

Provide supportive supervision and monitoring activities for strengthening RMNCH pharmaceutical management system

Co-ordinate with MOH, EPSA and other stakeholders in the area of RMNCH Supply Chain Management (SCM) to identify any performance gaps and facilitate relevant analysis, assessment and interventions.

Assist guideline development process for MNCH medicines, including oxytocin cold chain management

Regularly monitor and undertake GHSC-PSM work plans to ensure timely implementation and delivery of quality outcomes

Support supply chain data collection and organization for regular RMNCH stock analysis and interpretation.

Support RMNCH quantification and regular pipeline monitoring, including collecting and organizing relevant data

Perform additional tasks as required by the Health program Director/or his designee

Duration of assignment

The duration of assignment is for approximately 93 days of work.  The assignment may be extended with Chemonics and/or USAID approval.  The assignment is proposed to start o/a February 18, 2020.

Location of Assignment

This position is based in Addis Ababa, Ethiopia with intermittent travel throughout the program’s target regions as needed.

Supervision

The RMNCH consultant will report directly to the Health Programs Director or his/her designee.

Job Requirements

Qualifications:

  • Master’s degree in relevant field required
  • Minimum 4 years providing technical experience in planning, implementation, monitoring and evaluation of RMNCH supply chain
  • Solid technical knowledge and experience of RMNCH program supply chain management (procurement, forecasting, warehousing, distribution, logistics)
  • Good analytical skills and ability to handle complexity and teamwork through an effective engagement with a range of stakeholders
  • Experience of working with Government and Non-Government Organization
  • Excellent writing and communications skills and ability to prepare reports
  • Excellent computer knowledge and skills, including survey CTO design, monitoring and management
  • Excellent skill in data management and analysis
