Description

The Population Council is seeking an experienced professional to serve as an Accountant in its Addis Ababa, Ethiopia office. The Accountant works in financial administration and management and day-to-day operations for a girls’ education project that is funded by the UK Department for International Development (DFID).

The Accountant is responsible for the project’s accounting in compliance with the DFID rules and regulations.  The incumbent will report directly to the Project Director and Country Director.  S/he will collaborate with finance office at Population Council Head Quarters office in New York as well as at Population Council’s Ethiopia office. Contribute to the preparation of the financial and operational components of the project’s work-plans and periodic reports, and other products and documents as required by the Country Director

  • Conducting financial analysis and highlighting issues which may lead to under- or over-spending in the grant.
  • Liaising with the Fund Manager, Price-Water-house Coopers, Nathan Associates and SD Direct, as well as Finance and Accounting staff in the Population Council’s HQ office.
  • Preparing quarterly financial forecasts according to work-plan and donor requirements.
  • Producing financial expenditure reports and uploading them into fund management systems.
  • Ensuring grant guidelines are strictly adhered to for proper utilization of grant funds and compliance of grant rules.
  • Manage consultancies on the project, including payments and renewals when needed
  • Process all project related payments including completing payment vouchers and outbound cheques.
  • Ensure proper supporting document of payments and prompt filing of documents related to payments
  • Review travel expense reports submitted by staff to ensure accurate reimbursement/remittance
  • Carry out banking operations including request for bank drafts and other banking transactions
  • Participate in preparing for audits
  • Assist in disbursing payments to program staff and temporary workers in the field
  • Maintain asset register of project related assets
  • Other duties assigned by supervisor and next level supervisors
  • Effect the payment of income & withholding tax to the concerned government body each month.

 

Job Requirements

  • Bachelor’s degree or above in accounting
  • A minimum of 5 years of progressively responsible positions managing the financial reporting, accountability, logistics, and operations of UK Department for International Development (DFID) or related international development project
  • Detailed knowledge of DFID policies, procedures, and regulations
  • Excellent computer skills and working experience in using Excel, Quick books or other relevant accounting software
  • Strong organization skills and inter-personal skills with substantial financial and administrative experience in an international non-profit organization setting
  • Ability to work independently with minimum supervision within deadlines and frequently shifting priorities
  • Strong attention to detail and adherence to ethical accounting principles
