BACKGROUND OF THE POSITION

The purpose of the Senior Accountant position is to provide record keeping and office support services, handles & manage cash of the project, prepare payment documents and bank reconciliation, keep financial records and documentation as well as prepare reports of the project. In addition, she/he supports the finance team leader to administer, control, monitor, and periodically summarize the extent of financial operations and performance of the project. She/he provides effective and efficient support and advice to the immediate supervisor, the Project  Manager as required. the SENIOR ACCOUNTANT will have the following roles and responsibilities:

Specific Activities:

  • Prepare payments documents , attendance sheets and others all payments the project is making
  • Manage the project bank account, including preparation and recording of payments, preparation of monthly bank reconciliation.
  • Handle and manage project cash in a generally accepted standard norm.
  • Prepare monthly account reports to submit to supervisors
  • Review all payments against the budget and established rules and regulations.
  • Assist the supervisors to review/ analyze monthly budget monitoring report for timely comment and if any adjustment .
  • Manage the operations of the project compound including telephone, electricity and other project equipment’s.
  • Handle all materials purchased and stored in proper manner including fuel coupon and follow up for on timely utilization of the materials with the respective staff.
  • Conduct payment, purchase and collect project materials, deliver all materials purchased and stored to be used for intended purpose with a checking by project finance team leader, Project Coordinator, or deputy commissioner or commissioner and approved by. disaster risk reduction and rehabilitation directorate director.
  • Verifies source documents for proper approval/authorization before they are filed and recorded.
  • Develop and implement a system to ensure efficient use and safety of the project equipment, including timely and appropriate maintenance and monitoring of costs
  • Conduct payment cheque for different purchases, community and partners staff trainings, project staff and any other payments checked by accountant and project coordinator and approved by directorate director.
  • Ensures that all unused official documents and vouchers of the projects are properly registered and are available in sufficient quantity.
  • Maintains filing of all financial documents and reports;
  • Report and follow up outstanding & unsettled payments and receipts.
  • Maintain office records and reference files on various subjects for easy access and reference;
  • Handle all incoming and outgoing correspondences, file in a chronological order.
  • Ensure that all procurement documents field in a good manner;
  • Keep project plan document for procurement in a separate file for reference;
  • Ensure that accuracy of procurement documents and integrity of the procurement process;
  • Provide insightful information and expectations to senior executives to aid in long-term and short-term decision making.
  • Review financial data and prepare monthly and annual reports.
  • Establish and maintain financial policies and procedures for the company
  • Understand and adhere to financial regulations and legislation by being updated to new circulars, regulations, guidelines and proclamations of the government in regards to tax laws.
  • Prepare a standard format, template and work instructions in regards to finance and planning.
  • Based on Annual and monthly budget plan prepare cash flow forecast for the financial year and update quarterly.
  • Perform other duties assigned by the supervisor.

JOB REQUIREMENT

  • At least 08 years for BA and MA professional combined experience in the following fields: Accounting, Accounting and Financing for accountant position
  • At least 04 years’ experience as team leader in positions in government sectors or NGO or UN agency.

Profesional background:

  • Good communication skill and capacity to build quality working relationship.
  • Good computer skills ( Peach tree or/and QuickBooks, word, Excel, power point and different software application is mandatory)
  • Experience with the implementation of European Union or UN administrative and financial rules and procedures is advantageous.
  • Co-operative and willingness to work under stress or pressure.
  • Respect culture and belief of the working environment or traditional communities.
  • Value the knowledge and ability of the working organization and community.
  • Ability to adapt to the existing environment.
  • Willingness to multi-task and work on own initiative.
  • Good team player and team builder.
  • Capacity to plan and organize own work with minimum supervisor.

Language skills:

  •  Bilingual Amharic and English (written and spoken)
  • For Somali Regions Somali language would be advantageous.
