CHAI is currently carrying out a wide range of programs to support the Ministry of Health and Ethiopian Health Insurance Agency (EHIA) in improving access to and the quality of health services. As one of CHAI's largest field offices with more than 160 staff, the Ethiopia Office operates programs across: maternal, newborn and child health; Labs, HIV/AIDS; Cancer; Child Survival, vaccines; Human resource for health and health financing.

Program Description

The Ethiopian healthcare system is increasingly facing a range of complex issues that need innovative solutions to expand access and deliver high-quality healthcare services, while controlling costs. These pressures will only increase as the country seeks to implement universal health coverage (UHC) and achieve the Sustainable Development Goal 3: 'to ensure healthy lives and promote wellbeing for all at all ages' by 2030. Hence, Ministry of Health is increasingly looking for innovative partnerships and contracting models to finance and deliver care.

Following the recent expansion in engagement with the private sector by the Ministry of Finance and Economic Development (MoFEC) as one way for government institutions to implement their programs, Federal Ministry of Health (FMOH) has identified public private partnerships (PPPs) as a key mechanism to improve access, efficiency and quality of health services that are currently offered at public facilities.

CHAI's health financing program aims to transform how the health system is financed to substantially and sustainably increase access to services, beginning with essential services for those most in need. To pilot the PPP approach and address key health system challenges, CHAI is providing technical support to FMOH to design and implement a PPP pilot program in public hospitals and health centers in Addis Ababa. When proven successful, the pilot initiative will be rolled out at scale throughout the country. The PPP initiative will be pilot tested in five clinical and non-clinical departments: laboratory and pathology, imaging, laundry, equipment sterilizations, and pre-hospital services.

By partnering with the private sector, FMoH aims to achieve the following objectives:

• Enable public health facilities to better manage their resources efficiently
• Enable public facilities to focus more on providing core clinical services by contracting out non-core clinical services
• Reduce cost of services resultant from economies of scale by centralizing delivery of some services
• Minimize service interruptions by creating parallel or backup systems
• Leverage private sector financing, thereby reducing dependency on government spending
• Reduce OOP spending due to referral to private facilities
• Leverage technical expertise of the private sector and bring in needed skills for quality care, and
• Contribute to goal of providing universal health coverage to its citizens

To support the FMOH in carrying this pilot through from design to implementation, CHAI is seeking a highly motivated Senior Analyst with strong technical skills to support the formulation, planning, design and implementation of PPPs in the health sector. The project will initially pilot models in Addis Ababa before, if successful, rolling out the model to other regions of Ethiopia.

The Senior Analyst will be based in the CHAI office in Addis Ababa and report to the Senior Program Manager of the Health Financing team. S/He will work closely to support the FMOH (particularly the PPP Unit), health facilities in Addis Ababa, as well as occasionally travel to support regional health bureaus.

Responsibilities

• Research and analyze prospective PPP models for the five service areas based on national and international evidence and make recommendations to tailor them to the Ethiopian context.
• Create demand projections for service areas, based on analysis of service utilization data, population trends and international comparisons.
• Design monitoring and evaluation (M&E) frameworks and tools for use in PPP contracts, for instance monitoring performance of private contractors, monitoring service utilization by patients. Train public and private facility staff in monitoring and usage of specific M&E tools.
• Design research tools such as questionnaires and interview guides for investigation in health facilities and with health workers. Train enumerators and develop research strategies to ensure PPP process is informed by evidence.
• Conduct research and knowledge-gathering exercises in public health facilities and private clinics, interviewing key clinical and non-clinical staff. Develop detailed requirements for PPP providers based on information from health workers, health facilities and priorities from FMOH.
• Support the development of contracts, terms of reference and tender documents for final PPP arrangements with private sector based on technical requirements and costings.
• Assess capacity of private sector providers, develop metrics and criteria to judge bidders to the PPP process. Support the team to design contracts to ensure PPP providers are held to their obligations and have confidence in the PPP process.

• Develop, review, and prepare necessary technical and program related reports, including presentations, briefs and working papers. Conduct analyses of regulatory landscape, assess procurement practices of Ethiopian FMOH and ensure CHAI compliance with all requirements.
• Draft reports and updates on implementation progress and routinely provide updates to the PPP Governance Body. Produce briefing materials for senior CHAI staff and partners in FMOH on PPP project as required.
• Other responsibilities as needed.

Qualifications

• Master's degree in a related field such as economics, public health, health economics, financial management, business studies, public policy;
• At least 4 years of relevant professional experience in demanding, results-oriented environments in the public sector and/or private sector;
• Experience working in healthcare an advantage, particularly with private sector organizations;
• Experience working with PPP projects an advantage, particularly in the Ethiopian context;
• Excellent in problem solving, analytical and quantitative skills, including attention to details and fluency in Microsoft Excel;
• Experience with financial modelling, costing, demand projection preferred;
• Strong interpersonal skills and ability to achieve consensus amongst stakeholders;
• Strong organizational skills with ability to handle multiple tasks simultaneously in a fast-oriented environment;
• Ability to learn the job quickly through research and absorb synthesis on broad range of interventions;
• Experience working with the Ethiopian FMOH, and/or regional health bureaus an advantage
• Strong communication skills, including delivery of compelling presentations and documents in Microsoft PowerPoint and Word;
• Experience conducting research in Ethiopia, particularly qualitative research is an advantage.
• Strong command of the English and Amharic language is essential; additional Ethiopian languages would also be helpful.
• Willingness to travel outside of Addis Ababa when deemed necessary.
