 Job Summary:

 Provides strategic direction and leadership in the area of internal audit throughout the organization.  Provides to the Board and Executive and Senior Management an independent assessment of the adequacy of CRS’ internal systems and controls, including the systems for identification and evaluation of risk and for ensuring compliance to all applicable laws, regulations, policies and agreement terms.  Supports the Agency in the successful accomplishment of its mission, especially in the areas of stewardship and compliance.  Recruits, develops and manages a team of highly skilled internal auditors to accomplish department objectives.  The position will have key interactions with:  Board of Directors, Board Audit and Risk Management Committee, CEO, COO, CFO, Executive Leadership Team, Senior Directors of Finance, Overops Senior Leadership, Country Representatives, Audit Team.

Roles and Key Responsibilities:

 1. Provides strategic direction and leadership in the area of internal audit throughout the organization.

a. Assesses the agency strategy, operating environment, financial position and condition, and funding position to develop an overall audit strategy and approach.

b. In collaboration with the Board Audit and Risk Management Committee and senior management, develops a comprehensive and flexible annual audit plan using an appropriate risk-based methodology.

c. Establishes procedures, systems, and tools for conducting audits to assess internal controls, operational efficiencies, and compliance with relevant policies, agreements, laws and regulations.  Conducts audits in accordance with professional standards and best practices.  Ensures appropriate flexibility and robustness of audit programs to recognize the dynamic character of agency operations and operating environment.

d. Reports findings and updates to the Board Audit and Risk Management Committee and senior management.  Acts as staff liaison to the Board Audit and Risk Management Committee.  Facilitates compliance with the Audit and Risk Management Committee Charter.

e. Assists Executive and Senior staff in the interpretation and assessment of audit results.  Supports senior staff in the ultimate management and resolution of key audit findings.

f. Coordinates activities with external auditors to support their audit and review procedures, and ensures compliance with relevant audit standards, including A-133 Single Audit requirements.

g. Provides technical support to field audit and compliance staff.

2. Supports management in fulfilling its responsibilities for managing risk.

a. Pursuant to the CRS Whistleblower Policy, receives complaints and participates in the timely management of necessary follow-up activities.

b. Conducts investigations related to potential loss and fraud situations, reporting to Board Audit and Risk Management Committee and/or appropriate management staff.

c. Actively supports and participates in the work of the CRS Enterprise Risk Management Council

d. Supports the development needs of non-Audit staff in better understanding the control environment, regulation, compliance and risk mitigation.

e. Conducts special reviews of business or financial processes as requested by Executive Management or the Board Audit and Risk Management Committee.

3. Manages assigned audit operations, activities, and staff.

a. Plans, organizes, distributes, and coordinates the flow of work.

b. Supervises, mentors, develops and advises staff.

c. Makes recommendations concerning employment, termination, performance, and other personnel actions.

d. Ensures that Agency and other applicable policies, procedures, and schedules are followed.

e. Prepares the Internal Audit Department’s budget and monitoring operations throughout the year to ensure adherence to budgetary controls.

 

 

Job Requirements

Required Languages Fluency in French, Arabic, or Spanish preferred, but not required.

Knowledge, Skills and Abilities (SKAs)

1. Expert knowledge of regulatory compliance and reporting including GAAP, professional auditing standards, and best practices in internal control systems.

2. Proven success in managing risk and mitigating losses.  Strategic and systems approach to assessing organizational effectiveness and risk.

3. Superior analytical, critical-thinking, and problem-solving skills.

4. Exceptional project management skills.

5. Able to work well under pressure.

6. Proven ability to successfully lead a team.

7. Excellent written and verbal communication skills.

8. Proven ability to use office productivity software currently in use at CRS.

9. Must be available and able to travel approximately 20% of the time to countries where CRS has operations.

Basic Qualifications:1. Bachelor’s degree in accounting or finance required.  Master’s degree preferred.

2. CPA and/or CIA required.

3. 10-15 years of prior auditing experience in progressively responsible roles within internal or external audit.

4. Minimum of 7 years of audit management responsibility

5. Work experience with a non-profit organization preferred.
