Background

Ethiopia’s Multi-Year Resilience Programme (MYRP 2020-2023) aims to improve learning through equitable access, crisis-sensitive and quality relevant education for 745,997 emergency-affected children (380,418 boys, 365,579 girls (including children living with disabilities) in 44 prioritised woredas in Ethiopia. The MYRP is an ambitious plan created by the Ministry of Education together with Education sector stakeholders.

The proposed MYRP includes immediate actions to address critical educational needs of IDP, returnee, and relocated children and medium to long-term interventions to build resilience of the education system to support the (re)integration of returnee and relocated children and their host communities.

In line with identified priorities in the education section of the HRP 2019 and ECW strategic priorities, initial MYRP interventions will utilise ECW seed funding in prioritised woredas and focus on getting out of school internally displaced and returnee/relocated children back into education with a special focus on girls and children with disabilities. Education Cannot Wait (ECW) has so far committed $27m in seed funding to the overall MYRP. This seed funding will be managed by UNICEF and SC as Grantees, and implemented by a range of organisations. It will target 60,487 (30,717 boys, 29,770 girls, including 6,049 CWDs) from 17 woredas. Interventions will be scaled up to target all emergency-affected children in the 44-prioritised emergency-affected woredas with a system strengthening approach as more additional resources are mobilized and anchor the MYRP into national programmes such as GEQIP-E. The provision of seed funding within a broader investment framework that encourages resource mobilisation is another aspect of the MYRP that adds distinct value to the sector, the work of the Cluster, and the overall education in emergency response in Ethiopia.

ROLE PURPOSE:  The Senior ECW Education Program Manager will work with a number of partners mainly the Federal Ministry of Education, UNICEF, SCI, other local and international NGOs that will be involved in programme implementation. S/he is responsible for overseeing the planning, implementation, monitoring of the MYRP Seed Funding Programme. S/he is also in charge of managing the overall project implementation through results-based monitoring, evaluation and quality assurance mechanisms. S/he is expected to work closely with Somali Regional Education Bureau; Woreda education offices, and schools. The Programme Manager is accountable for budget management of the program.  S/he is also accountable for partner management, which includes development through capacity building and support.

KEY AREAS OF ACCOUNTABILITY:

Project oversight and management

  • Provides oversight and technical support to the ECW regional education program manager in planning and managing the programme.
  • Support the field office in the development of feasible programme implementation plan and budget jointly with the MYRP Education Programme Manager and implementing partners.
  • Ensures that the programme is implemented in ways that is responsive to the targeted communities and children, in line with MYRP strategic plan; Save the Children principles, values and compliance procedures.
  • Identifies critical issues in the implementation of MYRP Seed Funded program to initiate actions to address them.
  • Monitors outcomes and identify challenges and lessons learned from the implementation of the programme  to help develop strategic insights to enable better decisions.

Ensure that the program implementation is gender sensitive, inclusive and targets the most vulnerable group of children

  • Initiates and facilitates changes and improvements on implementation approaches and strategies of the programme.
  • Works closely with other key personnel at federal level (MOE) to ensure efficient and effective linkages with the Somali Regional Education Bureaus, key regional education institutions and Woreda Education Offices and schools.
  • Ensures that the development of quarterly, bi-annual and annual work plans and performance reports meet the standards set by SC.
  • Ensures the effective use of program resources in compliance with ECW regulations and SC policies.
  • Provides technical leadership to field staff and share best practices and methodologies.
  • In close coordination with the PDQ Education team, provides expertise on programme implementation best practices.
  • Represents the programme at national level and is responsible for any communication and coordination with stakeholders and implementing partners.

Budget management

  • Serve as overall budget holder for the programme.
  • Prepare and compile annual plans, budgets, quarterly and annual reports for the programme based on donors, government other stakeholder’s requirements.
  • Make periodic programme and budget revisions as required.
  • Ensure effective and efficient utilization of programme budget and other resources for the intended purpose.
  • Ensure that partner finance planning and reports are in line with the project agreement and requirements
  • from donors and governments.
  • Facilitate communication and interaction between implementing partners and SC finance team
  • Ensure that plans are implemented as per agreed and approved budgets,

Monitoring, evaluation and quality assurance

  • In coordination with Education PDQ team and MEAL Advisors, supports the field office to design results-based monitoring and evaluation process for the programme.
  • Regularly follow-up and monitor the programme to ensure proper and efficient implementation.
  • Plan and facilitate regularly schedule reviews of projects with partners and stakeholders.
  • Coordinate and facilitate assessments and evaluations.
  • Manage knowledge and experiences from the learning process and replicate good practices.
  • Ensure the proper utilization and use of monitoring and evaluation systems are put in place.
  • Prepare and compile quarterly and annual reports for the programme based on donors and partners requirements.

 Partner management and capacity building and Representation

  • Work closely with implementing partners in the course of programme planning, implementation and preparation of periodic completion reports, annual and quarterly programme budgets and expenditures.
  • Ensure that partnerships are maintained and functioning properly as per signed contract agreement.
  • Maintain regular communication and interaction with partners to facilitate and promote learning and information sharing.
  • Provide technical support to partners in the course of project implementation.
  • Represents the ECW seed funding education program at the federal level: Ministry of Education, national cluster, at SC and other stakeholders.

Documentation and Learning

  • Ensure proper documentation of experiences and lessons (including pictures and video documentation) learned in the course of programme implementation.
  • Organize and properly maintain database and information related to the programme.
  • Facilitate and participate in studies and reviews related to the programme.
  • Facilitate and ensure dissemination of information and study/reviews.
  •  Provide information/inputs to be used for SC information and communication materials.

Job Requirements

QUALIFICATIONS AND EXPERIENCE

  • Minimum first degree in an area of education or equivalent in development studies
  • Recommended a minimum of 10 years’ experience in a corporate or NGO environment, preferably with experience in community based child development programme management experience
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Strong results orientation, with the ability to challenge existing mind sets
  • Experience of working successfully with senior managers in other parts of own organization or partner organizations to deliver major change
  • Experience of successfully implementing changes to processes to improve and monitor quality standards and impact achieved
