Introduction:

The Brooke is a leading UK equine welfare charity which has been working in Ethiopia since 2006 with a country office in Addis Ababa. The Brooke aims to improve the welfare of working equines, together with the livelihoods of people dependant on these animals. Brooke Ethiopia (B-Eth) is entering a new Strategic phase and by the year 2020, the Brooke Ethiopia will sustainably improve the equine welfare of some of the neediest rural and urban equines in Ethiopia.

B-Eth wants to fill the following vacant posts as soon as possible.

Job title: Senior Finance Officer (External and Internal)

Main Purpose of the Job:Management and coordination of B-Eth’s program finance which includes:

·                     Ensuring sound financial practices are established and maintained a rigorous budgetary control.

·                     Working closely with finance teams at country office and field offices.


Main Tasks and Responsibilities:

1.        Financial management:

·         Financial recording, reporting and maintenance of financial system;

·         Ensure robust internal financial procedures, systems, policies and controls are established, applied and complied with throughout the south region programme by all staff;

·         Regularly review procedures and processes to ensure that the systems are fit for purpose and in line with the Brooke Ethiopian Financial manuals;

·         Ensure all payments are properly authorized in accordance with authorization levels and the field offices scheme of delegation;

·         Manage timely, accurate and systematic payroll and income tax payments for all field offices staff;

·         Ensure compliance with the financial and other requirements of the Brooke

·         Be responsible for the timely submission of financial data’s, ensuring that appropriate approval processes in field offices have been followed;

 

2.      Management and Leadership:

 

· Ensure that all the field programmes (projects) are properly and effectively supported;

· Facilitates smooth and efficient communication and working relationship between project offices.

 

3.      Financial Planning & Budgeting Monitoring:  

                                         

·         Prepare and review budgets, amendments and forecasts in conjunction with Field office Team Leaders and Finance and Administrative Assistance others;

·         Co-ordinate the annual financial planning and budgeting process including the provision of guidance and support to team leaders on preparing their budget submissions; ensuring that these are received on schedule; scrutinising submissions and resolving any anomalies with team leaders; and preparing draft consolidated budgets for and in collaboration with the Coordination Office Programme coordinator;

·         Manage all aspects of management reporting within the organisation and provide information, guidance and regular management reports to enable team leaders to monitor and manage their budgets effectively;

·         Calculate and supervise the monthly cost of each vehicle and Motorcycles (fuel consumption, repairs etc.); and communication costs (phone, e-mail, internet etc.).

 

4.      Treasury:

·         Ensure funds are always available for the Coordination Office and Field Offices activities by maintaining a system of cash flow forecasting and requesting transfers from the Country Office in a timely manner;

·         Ensure that all financial transactions are accurate and recorded in the appropriate accounting system and providing on job training and support to the staff who use them;

·         Ensure that payments are made in a timely and secure manner across all field offices operations, including payroll, provident fund contributions, tax payments, payments to other creditors and to partners,

·         Ensure that cash is secure and in line with minimum amount levels and that excessive levels of cash are not held by the field offices.

Field Offices and financial assessment:

 

· Be responsible for assessing the financial management capacity of field office and provide guidance and support as required;

· Review finance systems of field office and provide financial advice if required to ensure that existing field office have effective finance and administrative systems enabling them to meet Brooke financial and reporting requirements.

· Support the program and finance team at field offices in monitoring expenditure against approved budgets, making support visits to field offices, highlighting any potential or existing issues and making recommendations for action;

· Assist field offices’ team leaders and finance and admin assistance in development of their budgets, ensuring the Brooke budgeting formats and conditions are complied with;

· Analyse training gaps of field office and organised for appropriate capacity building training on various aspects of financial control and management;

· Visit and monitor field offices to ensure that all the necessary financial and administrative procedures are carried out in line with the Brooke’s financial manuals and local legislation.

 General:

· Perform such additional tasks as may reasonably be required by the Coordination office program coordinator and Finance and Operation Support Manager;

· In undertaking the role, comply with all Brooke global and country policies and procedures;

· The role requires regular in-country travel, sometimes at short notice;

· This list of tasks may not be exhaustive and will be reviewed from time to time.

Job Requirements

Knowledge and Experience

-          At least a first BA Degree or MA Degree in finance and accounting or other related area of studies is required

-          Significant experience (minimum 5 years for BA degree and 3 years for MA degree) working with an international NGO, with strong financial and operational management experience

-          Financial experience in a directly related area

-          Proven ability in managing partnerships and partnership financial agreements

-          Knowledge of basic animal welfare concepts and an understanding of the importance of working equines to the economies of developing countries

 

Skill and Abilities Requirements 

-          Clear thinker, with strong evidence-based analytical and problem solving skills

-          A culturally sensitive communicator and manager

-          Good information management skills, including the ability to write clear, concise reports in English for a variety of audiences

-          Excellent organization, planning and follow up skills

-          Strong and engaging communication and presentation skills, necessary in working with partners

-          Good interpersonal skills, working diplomatically with people at a senior level to develop trust, shared understanding and motivation

-          Ability to priorities and handle a diverse and heavy workload, working under pressure and often to tight deadlines

-          High level of fluency in Amharic and English

-          Strong IT skills (Word, Excel, PowerPoint, Outlook)

-          Experience in using Sun Systems or other accountancy software packages
