About GOAL

GOAL has been working in Ethiopia since 1984 implementing a range of multi-sectoral development, resilience and economic opportunity and humanitarian responses. GOAL Ethiopia is currently working with street children, pastoral, Agro-Pastoral and rural smallholder farmers and responds to humanitarian crises in Ethiopia by working closely with local communities, local government and other key actors with a strong emphasis on humanitarian response, resiliency, emergency preparedness and response, and longer-term impacts. GOAL Ethiopia's major funders are USAID/ OFDA, ECHO, BPRM, Irish Aid and UNOCHA.

General Description of Functional Relationships

The position holder has the responsibility of partners management and ensure protection and safeguarding are mainstreamed throughout GOAL Ethiopia’s (GE’s) programmes and its partners. The Senior Adviser oversees GOAL E programmatic and partner interaction with children, women and other vulnerable groups and implementation of defined set of protection standards. He/she will be responsible to review and ensure protection and safeguarding are elements are provided due attention in all program development and implementation. The duties will entail initial mapping of protection (using GOAL’s risk assessment and audit tools) and, through this, (a) developing protection mainstreaming action plans, (b) monitoring their implementation, and (c) reporting upon this with programme/partner managers. He will provide capacity building training, mentoring and coaching of GOAL and partners staff based on GOAL’s Safeguarding Policy frameworks. He/she will provide support for all GOAL E development and humanitarian programme implementation in Ethiopia by providing specialist support on humanitarian protection and safeguarding.

The position holder assumes additional responsibility as directed by line managers.

Description of Functional Relationship of the role, if any

·         The Senior Partnership and Protection Advisor will directly report to Assistant Country Director of Programme in Ethiopia.

·         Assume regional role in supporting GOAL Sudan and GOAL South Sudan country offices on institutionalizing protection and safeguarding issues/policies.

·         Liaise with Head of Programmes, Livelihoods Programme coordinator, MEAL coordinator and other sector heads for proper integration of protection issues in programme development and implementation.

·         Work closely with partners programme management to build partners capacity on ChildSPACE programme implementation.

·         Work closely with CIA on partner pre-award assessment, organisational profile screening, and assessment and build the capacity of partners and improve their knowledge and practice of donor compliance requirements.

·         Working closely with the HR team, lead on induction and training of new staff on protection and safeguarding policies.

Key Duties /Task list:

Protection Mainstreaming in GOAL programmes and with partners

·         Demonstrate leadership in relation to GE and other humanitarian standards in protection and safeguarding policies and practice (Child Protection and Protection against Sexual Exploitation and Abuse(PSEA), safe programming, do no harm and other key policies, procedures and practices).

·         Ensure that activities and programmes are designed and adapted to consider groups vulnerable because of their age and gender.

·         Strengthen safeguarding: prevent risks of abuse and harm directly or indirectly created by GOAL’s presence and coordinate the response to safeguarding cases.

·         Actively promote protection technical learning and contribute to the development of effective tools that will enhance the quality and integration of programming throughout the team, organisation and sector.

·         Map protection mainstreaming within GE and its partners using GOAL’s Risk Assessment periodically and develop guidelines, ensuring protection feedback in high risk programmes/partners,

·         Develop protection mainstreaming plan of action together with programme and partners’ managers (based upon risk-determined priorities), carry out periodic review of implementation (conduct self-audit), and assist in reporting,

·         Establish, define responsibilities and train protection key persons in each programme/partner location (e.g. in risk assessment; recognising, reporting and responding to abuse – to include defining appropriate response loops with staff and beneficiaries; assisting managers to report on mainstreaming progress)

·         Creates strong link with each focal person and ensures implementation of GE CPP and PSEA across all the programs of GE and provides the required technical assistances,

·         Carries out awareness raising training and induction sessions (including Code of Conduct) on GOAL Protection and safeguarding Policies for ALL new program staff, volunteers and visitors (or trains and monitors key programme protection persons in doing this),

·         Ensures that all organizations partnering GOAL Ethiopia fulfil, or contractually agree to fulfil GOAL’s ‘bottom-line’ protection requirements (and agreed broader standards, if determined to be high/medium risk),

·         Coordinate with Protection Working Groups on joint implementation, fundraising, advocacy initiatives with like-minded organizations.

·         Help shape broader protection sector strategies in GE through strong engagement with inter-agency coordination forums.

Regional Role in Sudan and South Sudan

·         Support and oversees the implementation of GOAL’s safeguarding policies and guidelines, including the Child Protection (CP) Policy, Protection from Sexual Exploitation and Abuse (PSEA) Policy, the Code of Conduct (CoC) and the Whistleblowing Policy, with the aim of creating a working environment free from SEA of children or adults perpetrated by GOAL or its representatives.

·         Strengthen safeguarding: prevent risks of abuse and harm directly or indirectly created by GOAL’s presence and coordinate the response to safeguarding cases.

·         Ensure that activities and programmes are designed and adapted to consider groups vulnerable because of their age and gender.

·         Identify and engage Safeguarding focal points in the field locations and monitor and feed back on their performance to their line manager.

·         Actively engage in GOAL’s Safeguarding community of practise, which will include attendance and participation in monthly calls, provide input and feedback on tools, resources and processes.

·         Support staff to take proactive steps to ensure that all programming activity identifies the potential risks and works to eliminate and mitigate those risks.

·         Deliver a 1-day training of staff on safeguarding policies and procedures

Partnership management

·         Responsible for ensuring that quality programmes are implemented by ChildSPACE programme partners and provide capacity building support.

·         Input into programme proposals, advising on programme design, planning, implementation and monitoring from the perspective of working with and through partners.

·         Review and update Capacity Assessment tools and methods to assist in selection of partners.

·         Where appropriate and possible, initiate new partnerships with local NGOs and/or CSOs.

·         Represent GE in partners platforms with specific focus on protection and safeguarding.

·         Represent GE in dealings with relevant institutes/universities/NGOs and with donors on areas related to Partnership/Capacity Building

·         If needed, develop learning needs assessment and capacity building plans for GE partners, Government and partner staff, linking capacity building initiatives to wider opportunities identified via coordination and networks.

·         Pro-actively identify advocacy opportunities, case studies and research opportunities which link with wider organisational and sectoral strategic objectives and turn these into action.

·         Hold partners accountable to deliver on their responsibilities - giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved.

·         Works with GE MEAL Coordinator unit in the design, development and implementation of comprehensive, efficient and effective Monitoring, Evaluation and Learning (MEL) and Knowledge Management systems among partner organisations;

Programme Planning and Support on implementation of ChildSPACE programme

·         Coordinate the ChildSPACE programme through partnership building, collaboration and networking with various stakeholders.

·         Prepare and oversee programme implementation to ensure timely delivery of programme activities (for example, monitoring against log frames, individual performance management work plans).

·         Prepare timely programme and donor reports on ChildSPACE programme activities in compliance with internal GE requirements and any relevant external donor requirements.

·         Advise ACD-P, Grant Coordinator, Head of Programmes, Livelihoods Programme coordinator, MEAL coordinator and other sector heads and Coordinators on mainstreaming issues within programming evaluation and proposals.

·         Ensure children are included in planning and review processes.

·         Ensure the Child SPACE program cycle management is in line with GOAL program cycle standard and GOAL’s child protection standard,

·         Regularly supervises whether all the procedures and systems implemented by local partners are in line with the guidelines of the Child protection and PSEA polices.

·         Carry out quarterly (or more frequent if deemed necessary) risk assessments in all programme spaces, which also involves staff and children.

·         Organizes workshops to both target children and staff to enhance their awareness on the basic child protection issues.

Technical support and capacity building

·         Ensure that all GE Programme/project interventions are in line with national policy and international protection and safeguarding best practices

·         Build the capacity of GOAL staff by organising trainings ranging from awareness creation and sensitization, to specific programme implementation modalities

·         Provide technical support and capacity building training to partner organisations (COC, MCMDO and others) on protection and safeguarding

·         Provide support for the delivery of safe programming in humanitarian programmes and integrate basic protection activities into humanitarian responses as appropriate

·         Provide ongoing strategic protection analysis (including aspects of conflict analysis, gender, and risk management) and lessons from programme experience to inform programme development, implementation and policy/advocacy work

·         Lead capacity-building on protection issues for GOAL staff and partners in the field, linking with national and international initiatives

Responding to allegations of abuse

·         In collaboration with Compliance and Internal Audit Manager, investigates the actual or suspected protection and  child abuse cases in the organization and report to management for appropriate action (ensuring confidentiality),

·         Trains assigned programme/partners’ key child protection person and staff/managers in recognising, reporting, and responding to abuse,

·         Maintains clear system of reporting and investigation of child abuse cases within the organization, and ensures that all the management, staff and children are always clear about the procedures,

Monitoring and Evaluation

·         Work closely with MEAL department to provide technical support on design and implementation of monitoring and evaluation system of GOAL programmes and projects from protection and safeguarding perspectives.

·         Develop formats and guideline on protection and safeguarding monitoring and reporting systems.

·         Monitor the implementation of the ChildSPACE Programme and protection mainstreamed activities in GOAL and partner programme and projects.

·         Support and provide technical guidance on developing standard protection indicators for monitoring and evaluation as well in new project development

Mainstreaming Issues

·         The Senior Partnership and Protection Advisor as the focal person for the implementation and mainstreaming of GOAL Ethiopia protection and safeguarding policies.

·         The employee must read, understand and implement, according to area of responsibility, GOAL’s polices procedures on mainstreaming of Gender, HIV/AIDS and Child Protection.

·         Ensures Child Protection, Gender, and HIV/AIDS are effectively mainstreamed throughout the programme activities, work plans, budgets, reports, research and analysis where specifically relevant, and analysed in detail;

·         Work on increasing the sensitivity and awareness of staff towards Gender, HIV/AIDS and Child Protection issues.

Compliance Issues

Familiarize oneself to GOAL Donor Compliance issues, specifically to the terms and conditions of the Donor the programme is working on and comply with same in area of responsibility.
