Context

African Union Since 2013 NORCAP has worked in partnership with the African Union Commission Peace and Security Department (PSD) to meet their growing demand for qualified and specialized civilian experts. NORCAP have supported peace and security initiatives specifically in the area of peace support operations, conflict prevention, and post-conflict reconstruction and development. Based on the AUC need of continued expertise support NORCAP is expanding the support within and beyond PSD, to also include governance and development. NORCAP and the AUC work together in choosing deployments that will further the work of the AU towards Agenda 2063.

NORCAP is the Norwegian Refugee Council’s expert deployment mechanism. NORCAP strengthens international and local partners’ capacity to prevent, prepare for, respond to and recover from crisis by deploying highly qualified women and men from its world leading standby rosters. The deployed experts work with UN agencies, humanitarian organizations, development actors and national stakeholders to save lives, build resilient communities, ensure peaceful transitions from conflict and promote sustainable governance.

NORDEM is NORCAP`s programme on human rights democracy and peace. We support international organisations and operations that work in the field of human rights, democratisation and peace with qualified personnel. In addition, we offer advice, support the transfer of experience and contribute to research. Our expertise covers such fields as good governance, democratic institutions, independence of the judiciary, judicial and legal reform, human rights, election observation and election assistance.

The Senior Policy Officer will be reporting to the Head of Policy Development Unit, PSOD, and will provide strategic support to authorised peace support operations.

Responsibilities

- Maintain up-to-date knowledge of events relating to international and regional political, security, stabilization and economic developments especially in how they affect AU PSOs;

- Assist in monitoring and analysing developments and activities of AU PSOs, including relations with regional organizations, Member States, Police/Troop Contributing Countries, strategic partners and AFRICAN UNION UNION AFRICAINE UNIÃO AFRICANA and assist in preparing recommendations on how changes, challenges and opportunities should be addressed

- Provide support in monitoring political, security, stabilization, humanitarian, socio-economic and other relevant developments in AU PSOs mandated and authorized by the AU Peace and Security Council, including the threats to international peace and security;

- Provide support in developing stabilization initiatives, programmes, activities as directed for mandated and authorized AU PSOs;

- Provide support in the implementation of directives from the AU Peace and Security Council (AU PSC) and the Specialized Technical Committee on Defence, Safety and Security (STCDSS) on political and stabilization issues;

- Liaise with Crisis Management and Early Warning Divisions as well as Department of Political Affairs and assist in monitoring discussions and developments in various conflict hotspots which may have implications for AUC PSOs;

- Assist in collecting and coordinating information/inputs from RECs/RMs, the United Nations, and other concerned stakeholders regarding political and stabilization issues;

- Provide support in drafting various documents, such as reports of the Chairperson of the AU Commission and AU’s inputs to Report of UN Secretary-General as well as talking points, background notes, briefing notes, notes to the file, agenda for meetings, minutes of meetings, memos as and when required;

- Assist in enhancing coordination with AU PSOs and in responding, in a timely and efficient manner, to various requests from AU PSOs and prepare related correspondence as required;

- Assist in creating databases which track project progress, and provide and keep updated information relevant to the assigned area, including on implementation of PSO mandates;

- Attend and organize relevant meetings such as working groups, and prepare notes of the meetings;

- Perform any other tasks required by the supervisor.

Qualifications

Education:

Advanced University degree (Master’s Degree or equivalent) in Political Science, Law, International Relations, Public Administration, Business Administration, Social Sciences or other related fields. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Experience:

A minimum of 5 years of relevant work experience with at least 2 years in a similar position. 10 years of relevant work experience out of which 5 years of experience at a supervisory level for a first level university degree holder. Previous work with African Union Commission and its Peace Support Operations is highly desirable.

Languages:

Proficiency in one of the AU working languages (English, French, Arabic and Portuguese) is a must. Knowledge of a second or all of the other working languages would be an added advantage.
