Job Summary:

The Senior program Officer in International Medical Corps (IMC) Ethiopia country office is responsible to lead the preparation of donor and government reports with responsible program people at field and Addis, prepare and follow up government agreements and compliance in timely manner and lead program communication related activities including portfolio preparation, cape statement preparation, media communication and ensuring donor and IMC compliance on IEC and visibility materials. The program officer will also participate in program development. S/He will be expected to frequently travel to project sites to provide trainings on reporting and communications and to check the status projects in collaboration with the MEAL and technical teams.

 

Key Responsibilities and Accountabilities:

Report Writing:

  • Maintain track of all donor and government reporting requirements and liaise with the relevant program manager at Addis and field in timely preparation and compilation before submission.
  • Regularly prepare government and donor report tracker/schedule and share to responsible managers at Addis and field levels
  • Follow up regularly donor agreements and reporting requirements and share field team reporting calendar together with the reporting template
  • Receive first hand reports from field technical managers and coordinators, review/edit/proofread, analyze, cross check with the performance target and achieved target and provide feedbacks in a timely manner.
  • Obtain feedbacks for reports from Addis level technical managers and coordinators and HQ Desk and technical advisors
  • Finalize all donor and government reports and make sure reports are submitted timely to donors and government partners
  • Follow up the collection of  weekly and monthly reports from field sites and  assist the compilation of information to be used for reporting and proposal writing purposes
  • Support timely and accurate data collection from field offices for donor reports

Facilitating Government and other IP agreements:

  • Convert approved proposals to government agreement forms using appropriate agreement formats
  • Communicate with regional and federal government sector offices, submit and follow up the signing of government agreements by concerned government sector offices
  • Strengthen the existing partnership with government and other implementing agencies.
  • Work with the program managers and coordinators for the correctness of government and other partner agreements

Program Communication:

  • Prepare/update IMC Ethiopia portfolio and communicate with relevant people in IMC Ethiopia and HQ
  • Prepare/update IMC Ethiopia’s cape statement for each sector with sector managers
  • Facilitate media communications whenever needed
  • Ensuring donor and IMC compliance on IEC and visibility materials

Additional Tasks

  • Order and maintain office supplies for program department.
  • Perform flexibly additional tasks that the immediate supervisor may order.

Job Requirements

  • Degree in Social Sciences, International Development and/or in a relevant field of study
  • At least 3 -5  years of relevant experience in report writing, journalism and communications
  • Practical experience working with government bureaus and know how procedures & coordination
  • Familiarity with International humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs
  • Familiarity with government evaluation reports
  • Awareness and insight into public health-related issues
  • Ability to exercise sound judgment and make decisions with limited supervision
  • Ability to work independently  and meet deadlines
  • Extremely flexible, and have the ability to cope with stressful situations and frustrations
  • Team player and excellent communication skills, both oral and written in English
  • Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus
