BACKGROUND: The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 40 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sector emergency response.
Job Overview/Summary
UnderthesupervisionoftheHeadoftheHRdepartmentandwiththesupportoftwo SeniorRecruitmentandMobilityOfficer, One RecruitmentandMobilityOfficer andoneRecruitmentAssistant. The position holder will in charge of the Recruitmentfunction and Internal Staff Mobility for the Ethiopia Country Program. He/she will be the focalpoint for any queries on all recruitment and mobility matters. He/she will also take an active roleinsupporting theHead ofHR with workforceplanning.
Responsibilities: -
Recruitment
ResponsibletoleadallthestepsoftherecruitmentcycleinlinewithIRCRecruitmentGuidelinesand HR Best Practices.

  • Responsibletoexploreandrecommendnewsourcingmethodstoattractmoreactive,passive,and diversifiedcandidates.
  • Supportthehiringmanagerwiththeidentificationofthepositionrequirements,elaborationofthe jobdescription and job positioningin thesalaryscale
  • Responsibletoadvertise andsourcethecandidatesviaappropriatechannels.
  • Workingalongwiththe hiringmanagers,screencandidates’applicationsaccordingtothe pre-agreedcriteria.
  • Carry-outtheHRInterviewandrecommendthe wayforwardwitheach candidate.
  • Guidethehiringmanagerwiththeselectionofthe bestcandidate.
  • Prepareemploymentofferletterandfollow-upwithunsuccessfulcandidates.
  • ClosetherecruitmentandtransferthefiletotheHROfficerforcontractandstaffon-boarding.

Documentation:responsibleformaintainingrecruitmentandselectionpanelists’agreementinterviewnotesand administrativerecordsfor each filledpost.
Job applicant/candidate inquiries: listening to grievances of candidates, facilitate andfollow-upofapplicant/candidaterequestsandimplementingtimelyfeedbackandcommunicationprotocols.
InternalMobility

  • ResponsibleforhandlinginternalmobilityfortheEthiopiaCountryProgramincompliancewithIRC MobilityGuidelines andorganizational BestPractices.
  • Identifyandcontactinternalcandidatesforvacantornewpositionsorbethefocalpointforinternal candidates’expression ofinterest.
  • Screenandinterview candidatesaccordingtocriteriaestablishedbythehiringmanager
  • Prepareemploymentofferletter.
  • ClosethemobilityandtransferthefiletotheHROfficerforcontractandstaff transfer.

Workforceplanning
UndertheleadoftheHeadofHR,takeanactiveroleinworkforceplanningfortheEthiopiaCountryprogram and support with:

  • Determiningworkforcedemandandsupply.
  • Identifyingresourceandproficiencygaps,analyzethegap,andDeveloping/ModifyingWorkforcePlan to address thegaps.
  • InitiatingActivitiesRequiredperWorkforcePlan.
  • AuditingProcedure

Organizationaldevelopment

  • Under the leadof theHeadof HR,supportwiththe elaborationof therecruitmentstrategy.
  • UndertheleadoftheHeadofDepartmentupdatetheRecruitmentandMobilityGuidelines.

Coordinateregulartrainingforhiringmanagers:screeningandinterviewtechniques.
MonitoringandReporting

  • Regularly assess the legal environment to ensure the recruitment and mobility are alignedwith national legal requirements and advise when change in policies or practices are required.
  • Provideweekly,monthly, andquarterlyRecruitmentmetricsasrequired.

Qualifications
Job Requirement

  • Bachelor’s/PostGraduatedegreeinBusiness, HumanResourcesorrelatedfield
  • 5yearsofexperiencewithrecruitmentorexperienceofrecruitmentwithinanHRgeneralistrolerequired.ExperienceworkingwithanApplicantTrackingSystemisaplus.
  • Experiencewithhandlinginternalmobilityaplus.
  • ExperienceworkingforanINGO.
  • Abilityandwillingnesstotraveltothefieldsites.
  • Strongmanagement,coachingandmentoringskillsrequired.
  • Strongorganizationalskillsaswellasinterpersonalskills.
  • Abilitytoworkinafastpaced/changing,deadline-orientedenvironment.
  • Solidpresentationandinterpersonalskillsandabilitytoconveyinformationeffectively
  • Real interest in capacity building and provide technical support and guidance to hiringmanagers and colleagueson allrecruitment and mobility matters.
  • Experienceprovidingtrainings andstaffdevelopmentis aplus
