Organizational Setting

 

The main aim of the FAO country offices, which are headed by an FAO Representative is to assist governments to develop policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

 

Reporting Lines

 

The position is under the overall guidance of the FAO Representative in Ethiopia and direct supervision of   Assistant FAO Representative and works closely with Country Office Teams.

 

Technical Focus

 

Under the overall supervision of the FAO Ethiopia Assistant FAO Representative and the technical support of relevant Sub regional Office for Eastern Africa (SFE) Officers, the incumbent will coordinate FAO’s activities and represent FAO in the Somali Region of Ethiopia.

 

 

Tasks and responsibilities

 

  • Work closely with the FAO Representation in Ethiopia (FRETH) Teams to ensure that the priority and identified needs of the Somali Region are captured in strategy documents being prepared by the Teams;
  • Contribute to the development of concept notes and proposals, in support of resource mobilization efforts by  Technical Teams in the FRETH Addis Ababa Office;
  • Manage the implementation of all project activities through the regular review and update of the project work plan; and submit accurate and timely reports on projects operating in the region;
  • Draft and update all FRETH Somali Field Office programme reports and any other documentation prepared for specific donors related to FRETH projects operating in the region;
  • Coordinate the technical support to FRETH projects operating in Somali region, as determined by need, including the Monitoring and Evaluation;
  • Draft Letters of Agreement (LoA) and other operational documents in support of FRETH projects and be responsible for the effective and timely implementation, reporting and timely closure of such Agreements;
  • Provide direct supervision to national personnel of the Somali Field Office, including national technical officers, while ensuring personnel follow proper procedures, policies and standards of the organization;
  • Evaluate the performance of national personnel of the Somali Field Office, including national technical officers, ensuring a fair and transparent review, following FAO policies, standards and procedures;
  • Identify training needs, and capacity building activities, and arrange for the necessary support, as required.
  • Liaise with other UN and Development Partners in the region to ensure timely and relevant participation of the FRETH Somali Field Office in the UN and other coordination processes and mechanisms;
  • Coordinate closely with the Operations and Administration teams to ensure resources needed for the projects are available when needed;
  • Liaise with the Operations and Programme Implementation Teams to ensure the preparation of progress and terminal reports of projects operating in the Somali Region; and the transfer of project equipment to facilitate the timely operational closure of projects;
  • Coordinate the representation of the FRETH Somali Field Office on regional taskforces and committees and participate in relevant coordination meetings at regional level to maintain FAO’s presence and share experiences;
  • Represent FAO in regional meetings, conferences and seminars related to field of expertise;
  • Participate in the recruitment of personnel, ensuring a transparent selection process and clear job descriptions as described by FAO’s policies and procedures;
  • Perform other related duties as required.

Minimum Requirements   

 

  • Candidates should be nationals of Ethiopia
  • Advanced University Degree in one of the following: Agriculture, Crop Production/Agronomy, Natural Resource Management, Veterinary Medicine, Rangelands Management, Dryland Farming/Management, or a closely related field,
  • Minimum of seven years of professional experience in the area of Project and Programme coordination and management, resource mobilization, managing partnership with development and humanitarian partners,
  • Working knowledge English and the most widely used local language.

Technical/Functional Skills  

 

  • Work experience in more than one location or area of work
  • Extent and relevance of experience in  project management, implementation and coordination and partnership
  • Familiarity with low land   rural development in general and  pastoral development in particular
  • Demonstrated capacity to develop and manage work plans and budgets, and to work with teams to ensure timely delivery of quality products.
  • Demonstrated skills in team building, the ability to manage multi-disciplinary teams, including developing, coaching, guiding and mentoring staff, and resolving conflicts.
  • Strong English communication skills, both written and oral.
  • Experience in an international institution, UN or NGOs is an advantage.
