ACCOUNTABILITIES AND RESPONSIBILITIES

Staff health policies & guidelines

  • Contextualize as necessary, compile, and implement the ICRC Staff Health strategy & implementation guidelines, staff health policies, standard operating procedure (SOPs), procedural manuals and clinical guidelines.
  • Implements and supervises staff health policies and the ICRC HIV/AIDS programme at all sites under responsibility.
  • Compiles guidelines and procedures to be followed during the medical evacuation of personnel from the field or out of the country.

Health care and medical emergencies

  • Manages medical cases, providing advice, support, feedback and recommendations to ICRC staff with health problems and accident; escalate cases to Regional Coordinator if additional support or second opinion is needed.
  • Manages the arrangements and use of medical services for employees, with clear guidance to staff of same, including treatment, hospital costs, medical expenses covered, cover limits, management of special cases, use of other facilities/specialists etc.
  • Manages confidential medical communications prompted by employees in need by means of the local 24/7 medical hotline as well as the medical helpdesk.
  • Creates and updates the Medical contingency plans for ICRC structures, inclusive of case management SOP and their regular update consistent with the findings of the country health risk assessment.
  • Provides advice on and coordinates the medical needs of ICRC staff during transportation and medical evacuations from the field to Addis Ababa.
  • Liaises with the Staff Health Centre of Expertise (RH_COE_SAN) at ICRC headquarters & the Regional Staff Health Manager at Nairobi, and coordinates at local level in case of the evacuation/repatriation of staff out of the country.
  • Collects accurate and reliable data on illnesses, accidents and absenteeism, with a view to providing statistics on illnesses and the medical risks taken by all ICRC staff.
  • Implements and updates the country-based health risk assessment and priorities of intervention and discuss it with the management and the Human Resources; is responsible to consistently coordinate the needed mitigation measures with the delegation, as well as to integrate the medical contingency plan and SOPs for individual case management.
  • Assesses and supervises living conditions in the delegation and all sub-structures and promotes general hygiene standards (e.g. housing, use of mosquito nets, water filters, hygiene standards of cooks and cleaners, nutritional advice).
  • Follows with FAD, WatHab and Management the improvement of living conditions in ICRC structures. Works on minimum standard living conditions to be applied in the ICRC structures.
  • Evaluates the medical structures available and quality of services provided using standard ICRC criteria and methodology for assessment, and identifies and monitors referral medical facilities & services for the referral and treatment of ICRC staff.
  • Creates and maintains contact with health facilities including other NGOs working in the locations where the delegation has structures/operations.

Health promotion & prevention

  • Coordinates and carries out medical briefings for all new ICRC staff using ICRC standard core content for medical briefing and additional locally-specific information which shall be added & updated by the Staff Health Officer
  • Follows regular training by Regional staff psychosocial support coordinator to be able to provide adapted recommendations during the medical briefing in the domain of mental health promotion and prevention/management of occupational and non-occupational mental disorders.
  • Organizes and coordinates evaluation of fitness to work at recruitment as well as periodic medical evaluation of fitness to work for certain professions in full respect of local legislation and ICRC.
  • Coordinates vaccinations demanded as condition of fitness to work or mandatory as part of risk mitigation measures.
  • Supports the organization of First-aid training for all staff, including aspects of basic mental health support, in partnership with National Societies and ICRC first aid delegates, or any other partners providing high quality services in the country.
  • Organizes and manages a range of activities of promotion of physical and mental health for programs tailored to local risks and needs (The HIV/AIDS Workplace Programme, Family day, World AIDS Day etc.).

Stress management

  • Implements and follows up on ICRC stress policy
  • With the support of the regional Staff MHPSS Coordinator, implements the MHPSS promotion, prevention and response strategy
  • Carries out defusing and creates peer support groups following critical incidents; follows up if further intervention is required.
  • Implements SOPs for comprehensive and integrated physical and mental health care and support to staff survivors of workplace sexual harassment & violence

Crisis management support

  • Supports the delegation crisis management mechanism and is a member of each Crisis Team in the delegation; Participates in crisis cells and task force teams for issues related to the health of the staff (incidences, epidemics or pandemics, repatriation of a body, etc.).
  • Supports individuals in the aftermath of occupational critical incidents involving ICRC staff members in the field by applying relevant SOPs for supporting staff following critical incidents

Health insurances

  • Is familiar with and ensures the proper implementation of policies for resident employees' ICRC Default non-occupational health insurance, Accident and occupational health insurance, medical expenses covered, cover limits, and management of special cases.
  • Reviews medical invoices for anonymization and approval of medical expenses.

Quality control & monitoring

  • Conducts surveys that helps assess service quality and needed support to the staff; Systematically request, collect and analyse feedback about how staff are satisfied by the services provided by Staff Health.
  • Manages standardized quarterly reports to be sent to Regional Staff Health Manager for monitoring and evaluation of the implementation of the Staff health strategy.
  • Keeps close follow up with other NGOs /INGOs regarding their plans for staff health, with the MoH in the country, and on general health concerns in the communities.
  • Reports to delegation management and provides feedback and recommendations on issues related to the staff's health.

Job Requirements

EDUCATION, EXPERIENCE AND COMPETENCIES REQUIRED

  • Medical Doctor (MD)
  • 6 years overall professional experience with three years clinical experience. Experience in International Humanitarian organization is an asset.
  • Very good command of written and spoken English and Amharic. Knowledge of other local languages an asset
  • Very good computer and MS Office proficiency
  • Experience in mental health and stress management.
  • Experience in medical evacuation and transportation.
  • Knowledge of tropical health and public health
  • Valid manual driving license (3rd grade/Public 1/Auto) is an asset
