John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 25 years.

JSI is implementing the five-year Digital Health Activity in Ethiopia, which is funded by the United States Agency for International Development (USAID). The purpose of this Activity is to support the Government of Ethiopia (GOE) to improve the quality of health services and create a sustainable health care system through the use of data for decision making, as well as to provide similar services to other countries in Africa or to respond to a crisis in Ethiopia (as needed). The primary objectives of the Activity are to 1) support information technology systems and data repository at all levels; 2) build a culture of data use; and 3) improve capacity and governance of MOH health information systems management.

The TB Technical Advisor will work in close collaboration with National TB center of Disease Prevention and Control (DPC) directorate of the Federal Ministry of Health (FMOH), the Data Use Partnership (DUP) and GLRA  to ensure all TB control/eradication activities are incorporated into the work plan and executed efficiently in collaboration with the aforementioned stakeholders. These efforts will support the FMOH efforts to strengthen capacity of TB monitoring and evaluation, to improve collection, analysis, and use of data for strategic decisions related to the program.

Scope of Work:

  • Support the improvement of data quality of DHIS2 by using the data quality application for Multi Drug Resistance (MDR) TB indicators reporting in 62 Hospitals and TB sites.
  • Assist digitization team in building on existing HIV Rapid Test Kit (RTK) experience, build similar Interactive Voice Recorder (IVR) based stock and stock-out reporting system for Malaria and TB.
  • Support the timely stock and resupply requests of programs between hubs and center.
  • Support the requirement gathering for Electronic Medical Record (EMR) and requirements specific to TB.
  • Develop and test a case management system for TB based on Ministries approval.
  • Support the progress on development, testing, translation and rollout of all remaining agrarian modules, with gender experts, prioritizing TB modules in collaboration with National TB Control Program (NTCP) and other partners.
  • Pilot TB case tracking through eCHIS in 1 woreda.

Deliverable:

  • TB module is developed on eCHIS and tested.
  • TB case tracking module tested in 1 Woreda.
  • Requirement specific to TB included in the EMR.
  • DHIS2 is used properly for TB reporting.
  • TB dashboard developed under FANOS.
  • Data quality of MDR and TB indicators is improved through verification exercise.

Job Requirements

Qualifications:

  •  Degree in Pharmacy, Public Health, Information Sciences, or related field, MD is a Plus.
  • Minimum of 5 years of relevant work experiences at national and sub national levels.
  • Minimum 3 years’ experience in surveillance and control of infectious diseases preferably on TB (communicable disease prevention).
  • Knowledge of the Ethiopian Health Sector Transformation Plan (HSTP) and activities relevant to the duties listed above.
  • Experience in providing technical support to implementing USAID/USG programs or interventions will be an advantage.
  • Strong experience in the digitization of health-related information systems.
  • Supply chain experience.
  • Strong inter-personal skills and ability to work well in team across partners, USAID, consultants, other donors and international organizations.
  • Written and spoken fluency in English.
  • Ability to travel up to 50% in country to support technical activities.
