Description

I.                    Job Summary

 

The Humanitarian Team Leader will provide managerial and technical oversight to a specific project within CARE’s humanitarian portfolio. S/he will be responsible for the effective and efficient implementation of project activities and achievement of expected results. S/he will provide management and technical  support to project staff, monitor progress against plans and report against agreed schedules. The post holder will ensure the project receives technical and operational support to ensure quality programming and intended impact. S/he will document learning and ensure it is fed into wider organizational planning and strategic direction.

 

II.                  Responsibilities   

 

Job Responsibility #1: Staff Management (15%)

 

 

  • Support project staff to effectively undertake their roles and responsibilities
  • Complete all CARE performance management activities including: performance planning, monitoring, and semi- annual and annual performance appraisals for direct reports
  • Collaborate with the Humanitarian Response Manger (HRM) and human resources (HR) to take appropriate personnel actions to address problems
  • Identify staff capacity requirements and follow up plans to ensure appropriate support is provided

                       

 

Job Responsibility #2:  Program Quality Assurance (15%)

 

  • Ensure that the project employs appropriate programmatic approaches based on project EPMTs, M&E frameworks and CARE’s programing principles and relevant  guidelines
  • Identify technical assistance requirements and work with the HRM and the appropriate humanitarian program managers (HPMs)  to ensure the project receives the specific technical support it requires
  • Utilize appropriate management tools and technical guidance  in order to achieve intended impact
  • Collaborate with the LDM Manager to ensure timely and effective monitoring and evaluation of project activities and the availability of accurate and reliable project information
  • Promote synergy with other CARE Ethiopia long-term development interventions being implemented in the same FO
  • Collaborate with and support  the commodity team as required

 

 

 

               

Job Responsibility #3:  Program Implementation, Compliance and Technical Support (30%)

 

  • Ensure the implementation of planned project activities per the proposal and in accordance with donor and CARE rules and regulations through monthly reviews of both financial and activity reports against work plans
  • Develop a detailed implementation plan (DIP) in accordance with the  project proposal
  • Conduct monthly field trips, and undertake periodic reviews to follow up on the status of project implementation against DIP
  • Support project staff in the timely identification of implementation challenges and their resolutions with appropriate strategies
  • Collaborate with the Field Office Operations departments (procurement, human resources, finance, and administration) and assist the HRM to facilitate efficient and quality support to the project as well as the timely resolution of challenges and identify when additional or specific support is required from HO
  • Collaborate with technical and operational teams to ensure that organizational core values, policies, procedures and program approaches are understood and adhered to by staff in implementing project activities
  • As appropriate, coordinate with the commodity manager to facilitate the timely and appropriate distribution of commodities per donor regulations e.g. ensuring the development and use of commodity distribution plans
  • Support staff in efforts to fully involve the key stakeholders, especially community members and government partners in the entire project cycle
  • Maintain ongoing communication with cooperating agencies and implementing partners on project progress, fund utilization and challenges
  • Support the implementation of audit recommendations related to humanitarian projects
  • Support HRM to ensure project compliance with all CARE policies and procedures (including all CI members and CARE Ethiopia) and donor rules and regulations
  • Collaborate with the Humanitarian Unit Finance Manager and other finance staff based in the FO to ensure compliance by all cooperating agencies to sub-grant agreements with CARE Ethiopia

 

Job Responsibility #4:  Financial Management (10%)

 

  • Assist HRM to facilitate appropriate budget management and utilization in compliance with donor and CARE rules and regulations
  • Support staff in the management and utilization of budgets per the proposal and in accordance with donor and CARE rules and regulations
  • Support HRM to appropriately revise budgets as required
  • Assist HRM in monthly monitoring of burn rates and identification of appropriate corrective action to address low/high burn rates
  • Assist HRMs and HPMs in the preparation of new project/program budgets

 

Job Responsibility #5:  Reflective Practice and Learning (10%)

  • In collaboration with the humanitarian LDM Manger, HPMs and HRM facilitate reflective practice and learning  to improve project performance
  • Support staff in identifying, documenting, replicating and disseminating best practices and/or lessons learnt
  • Promote peer review processes with other CARE Ethiopia development projects
  • Collaborate with the LDM Manager and HPMs to assess current project challenges and ensure that lessons learned are documented and fed into forward design and planning processes
  •  Assist in the preparation and submission of reports to concerned parties, donors, counterparts and CARE members on time and meet quality standards

               

Job Responsibility #6:  Reporting and Documentation (10%)

 

  • Ensure the preparation of project reports and documents per donor and/or CARE reporting schedules and formats
  • Assist HRM in the timely and quality submission of field reports to Head Office

 

Job Responsibility #7: Other (10%)

 

  • Perform other duties as assigned

 

III.                   GENDER EQUALITY

 

  • The Project Team Leader will be responsible for ensuring that gender equality and diversity values are upheld in the recruitment, orientation, performance assessment and management of staff.
  • Provide adequate time to staff to participate in gender sensitivity workshops and related events.

IV.             Qualifications

 

Required:

  •  4 years of relevant experience with the first degree and 3 years of relevant experience plus for post graduate degree in Disaster Management or International Development or related field of study
  • Minimum of 3 years’ experience managing staff and working in emergency programming, disaster management, rural livelihood programs, food security interventions, WASH, and/or nutrition, and program management
  • Proficiency in verbal and written English, budget planning and management, monitoring and evaluation, report writing
  • Proficiency in standard office software package
  • Good interpersonal communication skill and ability to effectively liaise with government, community leaders and other stakeholders
  • Proven ability to meet deadlines
  • Understanding of the importance of gender, youth and social inclusion Demonstrated commitment to principles of gender, equity, diversity, inclusion and PSHEA (safeguarding) through previous positions or programming experience

 

Desired:

  • Working knowledge of programming in chronically vulnerable environments
  • Knowledge of local languages
  • Skills in organizing and facilitating training events
  • Expertise in one or more of the following program areas: nutrition/health, water/sanitation, food security, commodity management
