Purpose of the position:

The Technical Training Coordinator will be responsible for providing coordination and leadership on technical, vocational and life skill trainings for the vulnerable target populationespecially adolescent girls and women. They may supervise other staff and improve their capacity to conduct the necessary trainings as well as responsible for engagement and capacity building of relevant local partners.

The Technical Training Coordinator should have a minimum of 5 years professional experience in a Senior technical training position and proven success in designing and implementing technical, vocational, and life skills training as well as well as experience in gender mainstreaming and addressing economic challenges of rural girls and women.

 

Major Responsibilities:

Planning

·         Develop the overall framework for technical, vocational and life skills trainings in accordance to the design document and donor requirements

·         Support the identification of relevant local partners and assessment of existing technical capacities and training needs to achieve program objectives.

·         Identify the core information needs of grant management, partners, and funding agencies; Participate in development of the annual work plan and budget, ensuring alignment with technical strategy

Pre-Implementation

·         Conduct readiness assessment: the incentives at the system level, the beneficiaries and existing capacity

·         Gather and document evidence-informed training content, approaches and pedagogical models for training delivery according to capacity/needs identified

·         Keep abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results.

·         Identify the requirement for collecting baseline data, prepare terms-of-reference for and arrange the conduct of a baseline survey, as required.

Implementation/Execution

·         Oversee and execute technical training activities with particular focus on results and impacts as well as in lesson learnt

·         Undertake regular visits to the field to support implementation of technical training activities and to identify where adaptations might be needed

·         Provide ongoing as-needed technical assistance to trainees and partners in implementation.

·         Clarify and/or facilitate process for monitoring and evaluations of sub-grantees

·

Reporting

·         Guide staff and executing partners in preparing their progress reports in accordance with approved reporting formats and ensure their timely submission.  This includes quarterly progress reports, annual project reports, inception reports, and ad-hoc technical reports.

·         Prepare consolidation progress reports for grant management including identification of problems, causes of potential bottlenecks in the project implementation, and providing specific recommendations

·         Identify strengths and weaknesses in existing training and management systems and propose solutions to improve related activities.

·         Draft tools and their revisions as well as training materials

Capacity Building/Continuous Learning

·         Design and implement a system to identify, analyze, document and disseminate lessons learned

·         Analyze monitoring data regularly to make real-time adjustments to training content, delivery, and frequency as indicated by trainees/partners.

·         Monitor the follow up on evaluation recommendations

·         Support project/program staff on ways to properly document, organize and capture program progress

·         Facilitate, act as resource person, and join, if required any external supervision and evaluation missions

·         Network with external and WV internal partners to promote learning and achieve training excellence.

 

Job Requirements

Qualifications:  Education/Knowledge/Technical Skills and Experience

 

 

·         Bachelor’s or Master’s degree (preferred) in education, public policy, international development, social science, anthropology, or related field preferred.

·         Minimum of five years of professional experience in a senior technical position responsible for implementing technical, vocational, and life skills training targeting vulnerable populations.

·         Experience in technical, vocational, and life skills training that included gender mainstreaming, highly desired.

·         Required: Knowledge of vulnerable rural adolescent girls’ and women’s economic challenges, gender mainstreaming, and labor issues is preferred.

·         Preferred:  Knowledge of and previous experience working with rural-urban agricultural and agribusiness supply chains; Knowledge of existing mechanisms for technical and vocational training in agriculture/agribusiness.

·         Preferred:  Knowledge of local labor law, occupational safety and health guidance, and child and forced labor issues in agriculture/agribusiness.

·         Report writing, research, technical, vocational and life skills training

·         Knowledge of major evaluation methodologies (quantitative, qualitative and impact)

·         Familiarity with and a supportive attitude towards processes of strengthening local organizations and building local capacities for self-management

·         Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders

·         Strong leadership and management skills

·         Strong mediation and conflict resolution skills

·         Fluency in Amharic required; proficiency in English is strongly preferred.

·         Strong analytical skills

4.     5+ years experience in conducting relevant trainings to vulnerable rural populations.

5.    5+ years of field-based training experience

Working Environment / Conditions:

Office-based with mandatory and frequent travels to implementation sites and regional, global meetings as required.
