BACKGROUND OF CBM ETHIOPIA COUNTRY PLAN 2016-2020

The CBM Ethiopia Country Office (CO ETH) Country Plan (CP) 2016 – 2020 has been completed in December 2020 and final evaluations, both external and internal, have been carried out and reports have been provided to CBM stakeholders. The main objective of the CO ETH CP 2016-2020 was the following: “To bring a transformative change in the life and communities of persons with disabilities living in the target areas of Ethiopia”. The specific objective of the CP was the following: “To promote Disability Inclusive Development, through the implementation of sound programmes and projects in different sectors in Ethiopia, in close coordination with partner organizations, CBM Member Associations and CBM Initiatives”. The CP has been used as a framework to guide CO ETH’s programme work during its timeframe. The CP provided a framework for improved coordination and efficiency, towards achieving set goals and objectives. It also represented a reference tool for planning, budgeting and monitoring and evaluation of the work implemented by CBM in Ethiopia. On yearly basis, CO ETH has reviewed the CP, based on the available data from the previous year, such as statistics, narrative and financial reports, in order to assess the status of its implementation, checking the needs of adjustments and re-orienting the work, in order to focus on the achievement of its targets. As per CBM strategic approach, the Country Plan represent the most relevant strategic tool at country level, accordingly, a new Country Plan, covering the period between 2021 and 2025 is supposed to be developed. A Context / Gap Analysis has been developed in 2015 and validated, before the CP 2016-2020 was approved and implemented implemented.

OBJECTIVE OF THE CONSULTANCY

The overall objective of this assignment is to provide CBM Ethiopia Country office with an updated Context / Gap Analysis in order to enhance the development of the new Country Plan 2021-2025 (CP) and to guide the process towards the development of the CP.
