SUMMARY ABOUT THE PROJECT

TTP is a 5-year programme, which commenced in 2019 and will end in 2024. It focuses on customs, domestic tax and tax policy. The beneficiary institutions are the Ministry of Finance, Ministry of Revenue, and the Customs Commission. The programme is unique, in that it adopts an accelerated delivery approach; technical assistance is channelled through the Tax Transformation Office (TTO), a delivery unit embedded in the Ministry of Revenues, of which TTP has assumed the management responsibilities.

A proposal for the phased development of a Business Process Transformation (BPT) initiative was approved by the Minister of Revenues in June 2019. The scope and methodology for the phases of the program, are as follows:

  • Phase 1 – Core domestic tax business processes
  • Phase 2 – Customs Commission core business processes
  • Phase 3 – Regions harmonization (upon confirmed commitment of regional authorities)
  • Phase 4 - All non-core Domestic Tax and Customs functions

Business process transformation support team has been established and is currently supporting the design initiative for phase 1 and phase 2.   Understanding the need for a continued and strengthened implementation of agreed work plans, the tax transformation programme is looking to hire additional two business analysts who will be strongly supporting the design and implementation of the BPT initiative as per the developed work plan.

KEY RESPONSIBILITIES

The two (2) Business Analyst (BA) positions, as part of the Business Process Transformation team in the Tax Transformation Office, will be involved in the DESIGN and IMPLEMENTATION stages of each phase (described above).  This work will variously involve:

Business Process Transformation DESIGN stage

  • Assisting the business process owners (Work Stream Teams) to:
    • Develop their current state (As-Is) business process maps using the Business Process Model and Notation (BPMN 2.0) standard and the modelling software;
    • Undertake stakeholder identification, analysis, consultation to identify the challenges that customers and stakeholders are experiencing in their relationship with the Ministry of Revenues and compile report on the stakeholders consultation;
    • Undertake an internal analysis of the current state business processes with the work stream teams to identify the inefficiencies, gaps and redundancies and compile report .
    • Conduct workshops and one-on-one coaching sessions with the Work Stream Teams and technical advisors as TTO  propose and design future state.
  • Provide ongoing documentation support (both in Amharic and English languages as required) to the BPT team (TTO), including development of business cases, user requirements, To-Be documents, and other documents deemed necessary and be able to clearly articulate the changes to be proposed;
  • Assisting the WSTs and international advisors with translation support, as needed;
  • Involve in document review and quality assurance activities of the BPT team;
  • Following up Work Stream Teams to deliver outputs as per project timelines;
  • Involve in the knowledge transfer in the areas of modelling software and other areas on demand basis;
  • Actively involve in problem solving sessions to ensure timeliness and quality of work plan execution;

Business Process Transformation IMPLEMENTATION Phase

  • Assisting the Work Stream Teams to:
    • Develop and oversee implementation plans supporting the alignment of operational systems with the proposed business process changes.  This would likely include: assistance in legislative adjustments, job re-design and redeployment, and upgraded skills needs analysis;
    • Assist in Identifying required competency profiles for approved ‘Future State’ business processes;
    • Actively involve in the completion of documentation requirements to support the implementation of approved changes to business processes.
    • Develop and implement a change management strategy with related stakeholders and counterparts;
    • Assist the BPT Project Manager to develop a monitoring and evaluation program to assess the implementation progress and report to the BPT Steering Committee.

Employment conditions:

Reporting

The BA will report directly to the Priority Area Manager, BPT and Organisational Health.  It is expected that the BA will work closely with the BPT Project Manager.

Performance Management

Performance of the BPT initiative will be tracked under the delivery cadence embedded within the TTO.  The BA will be expected to maintain regular discussions with the BPT team to review the progress of the WSTs and take necessary action based on feedback.  This will help to ensure the design and implementation of proposed business processes are undertaken in a timely manner and effective communication is established with within the programme.

The Advisor is expected to be an Ethiopian national and will be based in Addis Ababa, Ethiopia.

Duration:

The duration of the contract is 12 months.

Confidentiality

Due to the sensitivity of much of the information the BA will encounter in the Ministry of Revenues there is an obligation, pursuant to the contract of engagement and any signed agreements with the Government of Ethiopia and counterpart agencies, to maintain full confidentiality of information and to not disclose this to third parties without the express written approval of TTP or counterpart agencies– where applicable. In some cases, a separate confidentiality agreement (non-disclosure agreement) may be required that will be approved by Ministry of Revenues senior staff authorising you to review sensitive material.

Job Requirements

Education:

  • Master’s degree in Business Administration, Public Administration, Accounting and Finance, Law (or related business analysis qualifications), or a Bachelor’s degree and at least 5 years’ relevant practice-based experience on business analysis / civil service reform issues / legal drafting

Minimum Experience:

  • Demonstrated ability to:
    • identify inefficiencies, gaps or redundancies in current work practices;
    • facilitate discussions with business process owners and advisors to identify ‘future state’ changes to be made;
    • assist the development of necessary documentation (e.g. policy, legislative, administrative) to support the implementation of approved changes
    • use process modelling techniques and tools to map current and future state business processes
    • Strong writing and documentation ability to: (i) develop business case proposals for change; (ii) document user requirements within an information technology framework; and (iii) to prepare draft changes to policy, legislative and administrative documents
    • Understanding of the taxation and customs policies and practices would be an advantage
    • Strong communication and interpersonal skills
    • Experience using a BPMN-compliant Process Modelling tool is preferred
    • Experience working on business process reform initiatives within Government agencies is preferred
    • Experience in the design and implementation of change management initiatives, preferably within government agencies;
    • Work experience on project setting is highly valuable

Essential Skills:

The Business Analyst (BA) will have strong experience in the analysis of business processes (private and public sector).  The BA will also have demonstrated high level capability to facilitate discussions with staff to identify inefficiencies in current work practices and ‘good practice’ solutions.  The BA is expected to demonstrate strong business documentation skills, including business case development, change implication statements and user requirements suitable to inform the specification needs for IT systems.  Where needed, the BA should also be able to assist WSTs to modify business process maps using the BPMN standard language.  BAs should be able to help develop change management plan and provide strong assistance in the delivery of work plans.

The BA should have the ability to build effective relationships with clients from a wide range of professional and cultural backgrounds, and to work effectively in a politically sensitive and challenging environment.

Strong knowledge of the tax and customs regulations and working within tax and customs sector is highly valued.

Business analysts are expected to work under tight delivery time frames, actively solve problems as they arise, be delivery oriented, show strong energy to the change, quickly learn and adapt to tools and methodologies developed for the initiatives and work with minimum supervision.

At times, business analysts might be expected to work beyond regular working hours and over the week ends.
