Federation of Ethiopian Associations of Persons with Disability (FEAPD) would like to hire Technical Advisor for the following position in contractual basis for its SBC Initiative

Federation of Ethiopian Associations of persons with disabilities (FEAPD) will be implementing an initiative for Disability Inclusive Social and Behavior Change and WASH Program with support of UNICEF with a focus on health, WASH and humanitarian programs.

To support this initiative, the FEAPD is recruiting Technical Advisor who will provide over coordination and technical assistance to FEAPD’s program staff and share lesson learned to influence disability-related policies and practices.

Purpose

The Technical Advisor will provide technical advice and support, coordination towards the achievements of set objectives through a range of program design and implementation with focus on the WASH, COVID-19 and social protection in line with FEAPD and UNICEF program quality principles and standards, donor guidelines, and industry best practices to FEAPD to advance the delivery of high-quality programming to the poor and vulnerable.

Key functions/accountabilities:

  •  To Support capacity strengthening initiatives through developing learning and training strategies and conducting trainings and workshops, and supervision/coaching.
  • To Collect and analyze program data, capture, and share lessons learned and best practices for specific projects to facilitate improvements in decision-making
  • To Ensure that all program activities comply with Ethiopian Government sector  polices, strategies and guidelines
  • To play a key role in building and maintaining relationship with FEAPD partners, government staff, and working with all relevant stakeholders in FEAPD targeted areas.
  • To play a key role in all WASH, COVID-19 and social protection planned assessments, surveys, research and continued learning
  • To supervise, guide, and conduct regular follow up on the field interventions of the program
  • To engage in other activities as assigned by the Executive Director or other Senior FEAPD staffs

Specific Tasks

Technical Leadership Responsibility

  •  Support the Director leading the initiation, monitoring and evaluation of inclusive development and roll out of health, WASH and social protection policy, strategies, guidelines and tools within the framework of strategic direction
  • Initiate and drive for the inclusive implementation of innovative and high impact approaches that can enhance the relevance, effectiveness and quality of health, WASH and social protection within the changing and varying operating context of the (humanitarian, development, conflict etc.).
  • Lead on evidence generation, knowledge management and learning activities in the sector including the health, WASH and social protection.
  • Build capacity of national staff and partners in key technical approaches related to health, WASH and social protection including on use of digital data collection and analysis.
  • Lead the technical scoping, planning, and design and proposal writing during new programme development, and ensure that we design and deliver high quality health, WASH and social protection programmes for children, building on global best practice.
  • Ensure that gender, disability and resilience considerations are reflected in our programme design and implementation.
  • Work with Child Rights Governance colleagues to ensure that a rights based approach is reflected in our programme design and implementation (in line with our child right with a strong focus on child participation.
  • Promote a Systems Strengthening approach as the overarching framework that supports working in collaboration and partnership with governments and regional bodies, local partners and working towards impact, scale and sustainability in health, WASH and social protection programs.
  • Provide oversight and guidance to the programme implementation teams to ensure that thematic programme components are technically sound, implementation methods are consistent with national and global strategies, acknowledged good practice; and are likely to achieve scale, as well as equitable and sustainable results.
  • Promote and monitor integrated programming in a way that increases overall impact of health, WASH and social protection programmes at the country level.
  •  Work with Monitoring, Evaluation, Accountability & Learning (MEAL) teams to carry out gender and power analysis, and conduct quality monitoring against international standards through participatory methodologies that promote gender equality and social justice (including child-friendly and gender sensitive/transformative methodologies

Health Major Responsibilities:

  • Provide technical and operational support to the scale up of health programmes, with a focus on social and behavior change interventions among PWD, in response to crises, including the health and related impacts of the Covid-19 pandemic and climatic shocks.
  • Support the FEAPD program coordinator in the development, implementation and monitoring of the detailed health work plan with a focus on SBC interventions among PWD align with the Disability Inclusive SBC Initiative such as reaching PWD with SBC interventions in disability-friendly media formats.
  • Provide leadership and coordination for delivery of key strategic priorities andinitiatives to advance program quality.
  • Work closely with the FEAPD quality improvement task team and stakeholders to develop a work plan for roll out of the quality improvement framework, working with FEAPD M&E team to develop a system for monitoring progress on quality improvement and quality of care.
  • Work with Director and related FEAPD teams for Health-related Support and advice to map out how health teams support to delivery of FEAPD IMPACT standards and partnership.
  • Support proposal development as well as timely reporting and documentation within the FEAPD, coordinating development of health unit-led project proposals as well as supporting management of partnership with public and private donors.
  • Provide in-depth technical leadership including writing technical narratives in health and related issues for strategic health development opportunities.

WASH related Major Responsibilities:

  • The development of baseline assessment tools for all the WASH components including the infrastructure of water and sanitation as well as social and behavioral change
  •  Coordinate and follow-up of the WASH SBC package translation and ensure the proper communication with relevant government sectors before finalizing the packages including approval from UNICEF
  • Manage the WASH Capacity building interventions in coordination with government and UNIC
  • Technical Support: Provide technical guidance for the effective implementation and quality of WASH projects. This includes defining the technical specifications and supervision of WASH infrastructure projects and programs, development of systems-based, sustainable WASH schemes and practices, and implementation of effective hygiene promotion programs.
  •  Technical Support: Provide technical guidance for the effective implementation and quality of WASH projects.   • Learning: Management of the WASH including promoting best practices and facilitating cross learning between sectors, regions, and fields. This will include arranging and hosting quarterly webinars to promote learning in emerging areas of interest and facilitating opportunities for learning exchange highlighting best practices in field offices. Represent FEAPD and present WASH technical programs at relevant forums to enhance FEAPD’s technical knowledge and reputation in the national development community.
  •  Proposal Support: Write technical components related to WASH for proposal development in support of the Grants Team and other units. Provide technical guidance in development of proposal strategies to ensure that gender and youth are integrated within the WASH sector. Provide cost estimating support to ensure that WASH is adequately budgeted for in proposal applications.
  •  Planning: Assist in the refinement and implementation of annual WASH Work Plans and the WASH Strategy in alignment with FEAPD Strategic Priorities and other unit strategies. Research evidence-based WASH models and determine applicability for FEAPD WASH strategy. Develop supporting documents including WASH standards, indicators, and technical guidelines.
  •  Inclusive Humanitarian Response: The position should be willing and able to provide inclusive WASH technical support for humanitarian response operations when needed. This may include deployment to response sites, living and working in harsh environments with limited support and facilities.
  • Assessing, designing, and implementing WASH elements of response programs. Attend WASH cluster meetings and coordinate work with concerns agencies, donors, and other nongovernmental organizations

Social Protection Major Responsibilities:

  •  The development of baseline assessment tools for social protection components including targeting of CWDs in the emergency situation
  •  Coordinate and follow-up of the social protection package translation and ensure the proper communication with relevant government sectors before finalizing the packages including approval from UNICEF
  • Manage the Social protection capacity building interventions in coordination with government and UNICEF
  • Provide technical and operational support to the scale up of social protection programmes in response to crises, including the socio-economic impacts of the Covid-19 pandemic
  • Provision of technical support to generate knowledge and evidence on social protection through impact evaluation, process evaluation and other research that informs design and processes of the social protection interventions. Participation in the Development Partners Coordination Group on Social Protection and other key national coordination and policy.
  • Identify opportunities to improve FEAPD Ethiopia social protection activity monitoring, specifically focusing on shock-responsive social protection
  • Support shock-responsive social protection work related to government management information systems, and/or the unified beneficiary registry
  • Support in monitoring of use and timely reconciliation of FEAPD funds provided to partners for the project activities
  • Develop internal monitoring tools in social protection and keep them maintained. And Prepare donor reports, funding proposals, and inputs for other reports in relation to social protection/social cash transfers.
  • Provide technical guidance to the responsible government for the social protection policy and system to use reliable baseline data for the selection of participants and beneficiaries. And provide technical support to the program in the review of the project results framework, as required discussions and follow up, as needed.

Duty station: FEAPD in Addis Ababa with frequent travel to regions as necessary

Duration of contract: The total contract period of will be one year with possibility of extension.

Gross Salary and Benefit Package: ETB 80,000 – 100,000 based on previous status

No of Consultant: One at national level

Job Requirements

Required skills

  • Knowledge of national, regional and international policies and legal frameworks on Disabilities.
  • National sectorial policies and legal frameworks on health, WASH, social protection.
  • Practical experience on disability inclusion in health, WASH and social protection for persons with disabilities.

 Reporting:

  • This position reports to Executive Director
  • This position requires a collaborative working relationship with health, WASH, and social protection unit teams of UNICEF, Ministry of Health, and Ministry ofWomen and Social Affairs, MEARL technical units and Plan and program Manager in country office.

Expected background and Experience:

  • University second degree in Public health, Family Science, Social Science, Sociology, Anthropology, Psychology, Health promotion, social and behavioral change communication or relevant fields.
  • Minimum 10 years’ experience in public health, WASH, social behavioral change, social protection, inclusive health promotion and emergency response experience in technical and management positions counted after advance university degree.
  • Demonstrated expertise in Disability Inclusive program coordination, capacity building, and program management (e.g., program development, proposal writing, monitoring & evaluation, and management of donor relations, local partnerships, capacity strengthening, etc.).
  • Ability to work with a team of diverse background especially people with some forms of disability, motivates others and promotes productivity, resolves conflict, and contributes to a pleasant work environment.
  • Excellent communication skills - the ability to write professional documents and create and deliver presentations to different audiences. Knowledge on sign language is desirable.
  • Solid organizational skills - the ability to be flexible and work well under pressure, dealing with competing priorities, in a fast-paced team environment.
  • Professional-level fluency in English and Amharic proficiency.
  • Previous working experience with PWD is an asset
