Background

DAI Europe, together with consortium partners, is managing Enterprise Partners (EP), which aim to support and transform the private sector and Ethiopia has continued economic growth over seven years.  EP is utilizing the Making Markets Work for the Poor approach (M4P) and has two main pillars to achieve the goal of integrating the poor, and especially women, in sustainable economic enterprises that create jobs and improve incomes.

Background to the assignment

The Hawassa Industrial Park Sourcing & Training Employees in the Region (HIPSTER) started in April 2016 in order to fulfil a large-scale demand for unskilled workers/operators of machinery in Hawassa Industrial Park.   The HIPSTER project has several functions that are aimed at providing a workforce that matches investors’ requirements for trainable workers in large numbers namely: sourcing, screening, grading, soft skills training and allocation to factories through channel one and mobilizing job seekers by organizing different job fairs as channel two. The program has recently faced shortage of labour supply through channel I; therefor there is a need to bridge the current labour supply and demand gap through channel II.

 

The World Bank Group is running a research program targeted at creating an understanding on the socio-economic impact of the industrial jobs on the society. This research is of relevance to the government, donor programs and other policy makers. To this end, the World Bank, Ethiopian Investment Commission, the Bureau of Enterprise and Industry of SNNPR and Enterprise Partners have signed an MOU, to support this research which will be conducted in selected Woredas.

Purpose

 

The purpose of this term of reference is to contract service provider to facilitate and reinforce the labour supply matching gap by conducting labor sourcing using job fairs in different woredas to support the researchers and the regional government in labour sensitization, sourcing and screening.  The service provider would create conducive labour mobilization environment among the stakeholders by conduct promotion, following up the screening process, facilitating smooth mobilization during pickup date of jobseekers.

Specific Tasks 

  • Design and produce promotion materials that includes branded tear drops, roller banners, fliers, posters etc.
  • Adequate manpower to execute the promotion work (MC, DJ, support staffs, supervisors)
  • Provide sufficient promotion equipment (Sound system Spikers, Generators and etc.)
  • Develop and adapt audio scripts according to the language where job fair is going on.
  • Adequate manpower to execute trainings based on the manuals already developed (trainers, supervisor and coordinator).
  • To reduce the information gaps about IPs by introduce IP job opportunities and recruitment preconditions to communities.
  • Conduct training to screeners (how to execute screening activity and use screening and induction packs) and Keble level promoters (how to communicate the information to the Keble community and to understand preselection criteria)
  • Conduct sufficient promotion to attract more job seekers from selected woredas.
  • Regularly monitor the promotion activities done by Keble level promoters.
  • Regularly monitor the screening process and check whether it is going on according to the designed SOP
  • Track daily base assessment on challenges and lesson taken during each activity.
  • Create smooth relationship with woreda and zonal leaders.
  • Provide daily base status report to woreda administration and BOEID sector lead in woreda.
  • Check and assure job seekers with basic information and materials on the day of pickup.
  • Write summary report and lesson taken at the end of each activities

The proposed work plan should be consistent with the technical approach and methodology, showing understanding of the RfP and ability to translate them into a feasible working plan and work schedule showing the assigned tasks for each expert. c)       Work Schedule and planning for deliverables. {List the deliverables with the breakdown for activities required to produce them and other benchmarks such as the Client’s approvals. Duration of activities shall be indicated.}

Team Composition, Assignment, and Key Experts’ inputs
