TOR FOR CONSULTANT FOR DEVELOPING ISO 17020:2012 REQUIRED DOCUMENTS FOR FOOD FACILITY INSPECTION DIRECTORATE
1. INTRODUCTION
The Global Alliance for Improved Nutrition (GAIN) was launched at the UN in 2002 to tackle the human suffering caused by malnutrition. GAIN is a global, Swiss-based foundation that mobilizes public-private partnerships and provides financial and technical support to deliver nutritious foods to those people most at risk of malnutrition
One of our programs in Ethiopia is supporting food fortification. Food fortification is one of the key strategies endorsed by the Government of Ethiopia to reduce micronutrient deficiencies. As part of the fortification, program GAIN provides support to strengthen the capacity of the food inspection directorate to perform well-accepted inspection service which is accredited with a third party.
2. OBJECTIVES
The major objective of supporting of Food Facility Inspection Directorate (FFID) of the Ethiopian Food and Drug Authority (EFDA) is to prepare the directorate for accreditation 17020:2012 on inspection of food manufacturers, importers, and exporters where iodized salt, fortified wheat flour, and edible oil manufactured and imported.
3. SCOPE OF THE WORK
The consultant works closely with EFDA Food Facility Inspection Directorate (FFID) and reports to GAIN, under an agreed work plan, to undertake tasks that will include the following:
- Conduct gap assessment of FFID in relation to ISO 17020
- The document to be prepared are listed in Annex 1
- Conduct training to inspectors on the developed documents.
- The consultant should submit the final document based on the provided template by EFDA Food Facility Inspection Directorate (FFID).
- The consulting firm/consultants is requested to submit a detailed work plan in the form of an activity schedule in the technical proposal.
4. DELIVERABLES
- Gap assessment report on FFID in relation to ISO 17020
- Procedures and standard operating procedures (SOP’s) described on
- Annex 1 and additional required documents based on the gap assessment.
- Presentation of the prepared documents to GAIN and EFDA Food Facility Inspection Directorate (FFID).
- Training report conducted to FFID inspectors and other staff members on developed documents;
- The consultancy firm should submit the deliverables to the EFDA and
- GAIN as per the agreed timeline
- Address the comments provided by EFDA Food Facility Inspection Directorate (FFID). and revise the documents accordingly, within the given timeline
5. DURATION OF THE SERVICE
All deliverable should be completed before May 15/2021
Job Requirements
REQUIRED COMPETENCIES
- Advanced university degree in food science and nutrition, food technology, food science, and post-harvest or related disciplines.
- Knowledge of food inspection and practical work experience in a food inspection, registration will be a significant asset.
- At least 5 years’ experience in the organization, audit inspection, quality management system, and related activities ;
- Knowledge and experience in the accreditation of food inspection according to ISO/IEC17020:2012
- Demonstrated experience in the development of SOPs, manuals, guidelines, and directives in inspection services.
